Minutes Levan Town Council Work Session January 12, 2023 6:30pm Work Session began at 6:38pm Welcome: Mayor Bruce Rowley In Attendance: Mayor Bruce Rowley Councilmembers: Ray Evans, Amy Lowe, Nick Mangelson, Shannon Thomas Town Clerk: Christine Carrigan Ohers in Attendance: Jason Worwood, Tyler Faddis, Carol Bennett, Rebecca Dopp, Darlene Kimball, Russell and Christie Mangelson Approval of Minutes: Town Council Work Session – November 9, 2022 Ray Evan made the motion to approve the minutes. 2nd by Amy Lowe All voted in favor. Minutes approved. Discussion Items: Installation of meters without a current building permit Mayor Rowley said there were some concerns with property owners putting in water meters on lots without building a home or outbuilding. These meters are installed but not used. This can have a negative effect on the Town’s drinking water per meter reports. Utilities Manager Jason Worwood suggested that the town should not set water meters without a current building permit. Councilmembers discussed charging a monthly fee for these meters even if no water is being used. Councilmember Amy Lowe asked who was responsible for the cost of replacing a meter that sat unused for ten years. Jason Worwood answered that the town would be have to pay to replace that meter. Currently, no fees are charged for these meters that are installed but not used. Mayor Rowley said that the work session was just to let the Town Council know this was something to think about. Adjournment: Amy Lowe made the motion to adjourn the work session. 2nd by Ray Evans All in favor.
