Minutes Levan Town Council Regular Meeting January 12, 2023 7pm Opening Ceremonies: Welcome: Mayor Bruce Rowley Invocation: Mayor Bruce Rowley Pledge of Allegiance: Councilmember Ray Evans Meeting Began at 7:00 pm In Attendance: Mayor Bruce Rowley Councilmembers: Amy Lowe, Ray Evans, Nick Mangelson, Shannon Thomas Meeting Recorder: Christine Carrigan Others in Attendance: Carol Bennett, Russell and Christie Mangelson, Michael Lloyd, Darlene Kimball, Justin Thomas, Alan Kendall, Sue Kendall, Rebecca Dopp, Steve Peterson, Don and Lenore Francom, Ken Crawford 1. Discussion items: Greg Ogden, Auditor – Greg Ogden gave his report on the Levan Town yearly audit. There were no findings to report. He highlighted the financial position of the Town. The net financial position increase and he said the Town looked to be in really good financial shape. Motorcycles, ATVs in town – Councilmember Ray Evans stated that the Town Council had some calls about problems with ATVs and Motorcycles racing around town. Steve Peterson said he thinks the Town has a heck of a privilege to be able to ride our machines around town but that it has gotten out-of-hand the past few years with increased racing and recklessness. He spoke about the new state requirement that all OHV drivers pass the Utah OHV course. He said the course said that children need to be under the supervision of parents and that he wants supervision of the kids riding around town. Councilmember Ray Evans agreed that the Council wants the children to be safe. Councilmember Amy Lowe said the Town would advocate the new OHV rules. Mayor Rowley asked Mr. Peterson if he wanted additional rules or ordinances beyond the state laws. Mr. Peterson answered no. Mr. Peterson added that just today a youth went speeding past his house on a motorcycle and that in the summer it was hard to have a barbeque because of the dust that is stirred up. He added that when a deputy is called into town the kids seem to know and wait until the deputy leaves before they resume racing around. Mayor Rowley said that anyone can sign a ticket if they witness a traffic violation. Ray Evans said at this time the only thing the Town can do is to remind people that there are state laws 1  in effect, and everyone needs to obey them. Mike Lloyd said the OHV course stresses courtesy and that the course needs to be advertised. Don Francom asked the Council how old someone needs to be to operate an ATV and who enforces that. Mayor Rowley answered that the driver needs to be 16 years old to drive without adult supervision and that the sheriff’s office enforces that. There was some additional discussion about the Town hosting an ATV training course for the youth and how to get parents to take responsibility for their children. Question on Annexations – Carol Bennett asked some questions about annexations. She wanted to know if the Town had the infrastructure for more growth and if there was an outside source of water available. Mayor Rowley said that Town only receives its water from the Springs in the canyon and from the wells. She was concerned that increased growth would result in increased taxes to pay for updated infrastructure. Councilmember Ray Evans added that if all the lots in town had homes built on them, there would not be enough water. Dogs at Large – Mayor Rowley said there were some issues with dog owners repeatedly allowing their dogs to run loose. He said that the Town has an ordinance that allows the fines for dogs at large to double each additional offense. The Council agreed that hitting the owners in the pocketbook would be the best way to motivate them to keep their dogs under control. 2. Action Items: a. Town Council Monthly Meeting Schedule In order to better accommodate the schedules of the Councilmembers, the town council will now hold its regular meetings on the second Thursday of each month. Previously, it was the second Wednesday of each month. The meeting time will remain at 7pm. c. Town Web Design Upgrades The Town’s web design service, Town Web, recommends that the Town upgrade to a newer version because the Town’s current version is no longer supported. The upgrade would include some additional features and a one-time upgrade fee. The Councilmembers unanimously agreed to approve the purchase of the upgrade. 2  3.
