a. Adopt 2022 Water Conservation Plan
Mayor Rowley said the plan is available at the town office if anybody wanted to look through
it. He added that the plan was part of the grant process.
Nick Mangelson made a motion to approve the plan. 2 nd by Ray Evans.
All voted in favor. Motion passed.
b. Resolution No. 12142022-1 A Resolution of the Levan Town Council to Approve the Review
of Home Construction Permits by the Planning Commission and the Town Council
Mayor Rowley said a few months ago the town council decided to change the way Levan does
its home building permits. Now they will be run through the town council and the planning
commission. He said it will take a little bit more time, but it will ensure everything is in order.
Ray Evans made the motion to approve the resolution. Nick Mangelson made the 2 nd.

c. Aaron Mangelson Annexation Petition
Mayor Rowley said Aaron Mangelson had done all the things necessary with the county to
petition for annexation. He said the property is on canyon Lane on the edge of town.
Councilmembers reviewed maps of the area and discussed the location of the property in
question. Mayor Rowley asked the council and the attendees of the meeting if they had any
questions or comments. Councilmember Ray Evans asked Aaron if they had the water
necessary and Aaron responded that they did.
Mayor Rowley said that since this issue has come up, he has had several people say they had
properties they wanted to annex including a possible subdivision. He foresees issues with the
electrical system and the headhouse which is already at capacity in the summer. These systems
will need to be overhauled and that needed to be taken into consideration in regard to annexing.
He added that previous mayors have not been favorable to the idea of annexation.
Nick Mangelson said he thinks it’s going to happen soon or later and questioned if one house
was going to have much of an impact.
Mayor Rowley said one house probably wouldn’t be much of an issue but that others have
already approached about proposed annexations.
Nick Mangelson made the motion to move forward with the Annexation Petition.
