Minutes Levan Town Public Hearing May 11, 2022 7:00pm Hearing began at 7:00pm Welcome: Mayor Bruce Rowley In Attendance: Mayor Bruce. Rowley Councilmembers: Ray Evans, Nick Mangelson, Shannon Thomas Meeting Recorders: Christine Carrigan, Chantal Rowley Others in Attendance: Nathan Washer, Tyler Howell, Mike Lloyd, Rebecca Dopp, Rachel Goates, Alan Paystrup, Christie Mangelson, Halie Hunter, Justin Thomas, Carol Bennett 1. Take Public Comment on the Issuance of Bonds The purpose of the meeting is to receive input from the public with respect to the issuance of a dump/plow truck and related public works equipment (the “Equipment”). All members of the public are invited to attend and participate. Total Project Funds: Permanent Community Impact Fund Board – Loan $116,000 Permanent Community Impact Fund Board – Grant $84,000 Levan Town Cash Contribution $79,387 Total $279,387 Mayor Rowley asked for any questions or input. Tyler Howell asked why the town was getting the Bond. Mayor Rowley explained that the current truck is very dilapidated and needs to be replaced. The Town did look at used trucks, but they were in poor condition and still expensive. By purchasing a new truck with the CIB grant and Bond, the Town could purchase a new truck at only .5% interest. He further explained that the Town has money in an investment fund that earns 3.5% so it makes good financial sense to keep the money in the account rather than pay the full amount up front.
