Minutes Levan Town Council Regular Meeting June 8, 2023 7pm Opening Ceremonies: Welcome: Mayor Bruce Rowley Invocation: Bruce Rowley Pledge of Allegiance: Council member Nick Mangelson Meeting Began at 7:00 pm In Attendance: Mayor Bruce Rowley Councilmembers: Nick Mangelson, Nathan Washer, Ray Evans, Rachel Goates Meeting Recorders: Christine Carrigan and Chantal Rowley Others in Attendance: Myrna Trauntvein (Times-News), Amberlee Worwood, Kaye Mitchell, Heather Eddington, Tyler Howell, Justin Thomas, Jared Rosquist, Shannon Thomas Nathan Washer is sworn in as Council Member. Local Building Authority: No items Regular Town Council Agenda: Discussion items: Recognize Jared Rosquist as the new Levan Fire Chief – Mayor Rowley and the Council Members recognized Jared Rosquist as the new Levan Fire Chief. They congratulated him and thanked him for his acceptance of this position. Gas line service/disconnection – The gas meters on Powell Lane are not being used. Jason Worwood, Utilities Manager, would like to disconnect the lines. Keeping the lines connected requires testing and maintenance. Council members agreed it should be disconnected. This will be an action item on a future agenda. 1 1. Action Items: New Councilmember Appointment- Applicant: Rachel Goates The council moved to a roll call vote. Ray Evans – Yea Nathan Washer – Yea Nick Mangelson – Nay Bruce Rowley – Yea All in favor. Rachel Goates has been appointed. Rachel Goates sworn in as Council Member Victorian House Business License – Heather Eddington would like to reopen the Victorian House Rest Home. The business license from the town is needed to proceed at the state level. Application has been submitted. Nathan Washer makes the motion to approve the business license. Nick Mangelson seconds the motion. All in favor. Business license approved. Snow Cone Trailer Location – The Madd’s Cones trailer moved to the gravel strip across from the church parking lot. The trailer would like to use the meter on the pole and pay for the electric use. Nathan Washer makes a motion to approve the use of the electric meter. Rachel Goates seconds the motion. All in favor. Motion passes. Youth Council Adult Leader– The Levan Town Youth Council has been without an adult leader for a few months. Taryn Brooks has volunteered to be the new leader. Motion to approve Taryn Brooks as Youth Council Leader made by Rachel Goates. Nate gave the 2 nd. All in favor. Motion approved. Budget Work Session Date – The Mayor and Council Members set the date of the budget work session and public hearing date as June 22 nd, 2023, at 7pm. 2. Mayor/Councilmember/Department/Committee Reports: a. Mayor/Councilmember Reports: The Mayor reported that the animal control officer was dismissed on the advice of the Town’s attorney. The Town needs to have an individual that is P.O.S.T. certified due to the Town no longer having its own court. Mayor Rowley said he would like this person to be a code enforcement officer, not just animal control. The Council will work defining the job description before posting the position. 3. Council Business: Approval of Minutes for the May 11th, 2023, Public Hearing Motion: Nathan Washer 2 2nd: Nick Mangelson All were in favor. Motion was Approved. Approval of Claims (5-1-2023 to 5-31-2023) Motion: Nathan Washer 2nd: Nick Mangelson All were in favor. Motion was Approved. Approval of Payroll Comparison Report (4-1-2023 to 5-31-2023) Motion: N i c k M a n g e l s o n 2nd: Nathan Washer All were in favor. Motion was Approved Approval of Final Cash Receipts Report (4-1-2023 to 4-30-2023) Motion: N a t h a n W a s h e r 2nd: Nick Mangelson All were in favor. Motion was Approved. Review of Tentative Cash Receipts Report (5-1-23 to 5-31-2023) Review Budget Report (7-1-22 to 5-31-2023) 4. Public Comment: None 5. Adjournment of regular meeting: Motion was made to adjourn the meeting.
