Minutes Levan Town Council Regular Meeting August 10, 2023 7pm Opening Ceremonies: Welcome: Mayor Bruce Rowley Invocation: Ray Evans Pledge of Allegiance: Rachel Goates Meeting Began at 7:00 pm In Attendance: Mayor Bruce Rowley Councilmembers:, Ray Evans, Rachel Goates Meeting Recorders: Christine Carrigan and Chantal Rowley Also present: Rebecca Dopp (Times-News), Shay Morrison, Carol Bennett, Russ and Christie Mangelson Mayor Rowley excused Nick Mangelson, Nathan Washer who could not be present due to work commitments. Local Building Authority: No items Regular Town Council Agenda: Discussion items: Shay Morrison – Six County Needs Assessment – Shay Morrison presented the Six County Needs Assessment. Six County has received some funding to hire additional planners to help the communities in the areas they serve. They are available by phone, email or in person to help with a variety of needs such as grants, planning, tax revenue and ordinances. Pet Vaccination Clinic – The pet vaccination clinic is scheduled for August 25th from 4-6pm. The office staff requested help from at least one council member so they will not be shorthanded. The Mayor and council members said they were willing to attend. Improving Arena, Storage Container – Mayor Rowley and the council thanked Tate Shepherd and Nick Mangelson for a well-run and successful Rodeo. Mayor Rowley said he would like to set up a committee to work with Tate and Nick to improve the arena. The rodeo brings in money that can be applied to the improvements. The improvements would be done in phases over several years. 1 1. Action Items: Ride at Own Risk Sign– Tate Shepherd recommended the Town place a ‘Ride at Your Own Risk’ sign at the arena. No action taken. The office will call the Town’s insurance company to find out what their recommendations are for signage. Water Rate Resolution – The water rate increase hearings were held last fall, but the rate increase had not yet been implemented. The rate increase and resolution are needed by the Culinary Water Project Grant/Bond. Resolution # 08102023-01 This resolution raises the base water rate from $32.00 to $47.00 per month. Rachel Goates made the motion to pass the resolution. Ray Evans gave the 2nd. All in favor. Motion passes. Chipper Procurement– The Town of Levan has been borrowing a chipper to get work done in town. Funds have been budgeted for a chipper and the town has grant money available for the purchase. A state bid was obtained for the chipper. The grant money will cover all but 12,000.00 of the price of the chipper. Motion to approve the purchase of the chipper made by Rachel Goates. Ray Evans gave the 2nd. All in favor. Motion approved. Hiring New Building Inspector – Building Inspector Lane Allred is doing the inspections for the County and other municipalities in Juab. Mr. Allred presented a contract to the council members detailing his services and costs. His plan review fees are considerably less than the previous inspector and this could save residents money. Verl Wilkey would also still serve as a building inspector in Levan. Motion to approve Lane Allred as a building inspector for the Town of Levan made by Rachel Goates. Ray Evans seconded the motion. All in favor. Motion carried. 2. Mayor/Councilmember/Department/Committee Reports: a. Mayor/Councilmember Reports: The Mayor and Council discussed the 24th Celebration and the expenses and revenue. The office staff were still working on final numbers. Mayor Rowley reported that the old dump/plow truck had a major mechanical failure last week and probably will not be repaired. The cost of repairs would outweigh the benefits. 2 3. Motion was Approved. Approval of Claims (6-1-2023 to 7-31-2023) Motion: Ray Evans 2nd: Rachel Goates All were in favor. Motion was Approved. Approval of Payroll Comparison Report (5-1-2023 to 7-31-2023) Motion: R a c h e l G o a t e s 2nd: Ray Evans All were in favor. Motion was Approved. Approval of Final Cash Receipts Report (5-1-2023 to 6-30-2023) Motion: R a y E v a n s 2nd: Rachel Goates All were in favor. Motion was Approved. Review of Tentative Cash Receipts Report (6-1-2023 to 7-31-2023) Review Budget Report (7-1-22 to 6-31-2023) and (7-1-2023 to 7-31-2023) 4. Public Comment: None 5. Adjournment of regular meeting: Motion was made to adjourn the meeting.
