FFA Thank You – Clerk Christine Carrigan read a Thank You card from the local FFA. The FFA sold
concessions at the July 24th celebration. They thanked the Mayor and Council Members for the
opportunity to earn money to compete at the National FFA Convention in October.
1. Action Items:
Primary Election Canvass – The official Primary Election results for the Town Council were
presented by Town Clerk/Election Officer Christine M. Carrigan. Utah code states that the mayor and
municipal legislative body are the board of municipal canvassers for the municipality. The board of
canvassers review the election results and certify the results. Ray Evans made the motion to certify the
results. Second by Nick Mangelson. All in favor. Motion passes.
Utility Billing Procedure Resolution – This is the same resolution passed on Oct 10, 2018. In the
Culinary Water Project loan/bond process, it was requested to have the resolution updated with the
new Mayor and Council Members.

RESOLUTION TO ESTABLISH A PROCEEDURE FOR THE UTILITY BILLING

PROCESS
WHEREAS the Town of Levan needs to establish a procedure for the utility billing process,
NOW, THEREFORE, BE IT RESOLVED, by the Levan Town Council that the procedure will
be as follows:
• The Levan Town Utility Bills will be sent out by the 10th of the month following the last day
of the billing period.
• The Levan Town Utility Bills are due on the 24th of the month following the last day of the
billing period.
• Utility Bills become Delinquent on the 25th of the month following the last day of the billing
period at which time a late payment Penalty is assessed.
• The Penalty for late payment is $5.00 plus 1½ % of the balance.
• Delinquent notices are sent by the 5th
of the month following the last day of the billing
period.
• Delinquent balances are due by 10:00 a.m. on the 15th of the month following the
Delinquent Date.
• If the Delinquent balance is not paid by the due date, the customer’s utilities will be
disconnected unless prior arrangements have been made with the billing clerk/town
treasurer.
• If utilities are disconnected for non-payment, the account must be brought current before
the utilities will be reconnected. A $50 disconnect and a $50 reconnect fee will also be
required.
This Resolution is effective immediately upon passage.
Rachel Goates made the motion to pass the resolution. Ray Evans gave the 2nd.

Drinking Water Bid Approval – The Town of Levan opened bids in August for the Culinary Water
Project. Jones and DeMille Engineering reviewed the bids and presented the bid schedule to the Mayor
and Council Members for review. The winning bid was from Terry Brotherson Excavating.
Motion to approve the winning bid made by Nathan Washer. Rachel Goates gave the 2nd. All in favor.
Bid approved.

2. Mayor/Councilmember/Department/Committee Reports:
a. Mayor/Councilmember Reports: The Mayor thanked Nick Mangelson for his help with a
successful rodeo. Nick Mangelson reported that the black widow arena groomer will need new
teeth. The Mayor said they would be ordered.
Mayor Rowley then read a “State of Levan” report to highlight some of the things that have
been happening with the Town in the past year.
• The office computer systems have been replaced and there is updated security.
• Optimized the office – changed bank accounts and now receiving interest on the
balance rather than paying monthly fees.
• The office is currently running well with three employees.
• A sub-station second bay has been installed to increase electricity capacity.
• All utilities have been mapped with the Global Information System (GIS).
• The cemetery has been mapped with GIS.
• The Town will be receiving the Dump/Plow Truck soon. The Town received a grant to
assist in this purchase.
• The Town also received a new chipper which was also funded with grant money.
• The Transportation Master Plan was completed this year. This was funded entirely
with a grant.
• The Town has come in under budget projections.
• New Project -Culinary Water Improvement Project. This will update the culinary water
lines to remove lead components in the lines and replace leaking lines and lines in poor
condition. This is being accomplished with a grant of 1.4 million and a low interest
bond. Without the grant the residents’ water bill would go up by $57.00 per month
instead of the $15.00 increase.
• Upcoming projects will be improvements to the park and Rodeo grounds.
Mayor Rowley invited residents to attend the meetings and feel free to ask questions and
voice concerns.

procurement process.
Motion to move to Executive Session made by Ray Evans, motion second by Rachel Goates. All
in favor. Meeting moved to executive session at 7:27pm
Regular meeting resumed at 7:50pm.
