Town Council Regular Meeting Meeting minutes June 13, 2024 7:00 P.M. Meeting started at 7:01 pm Present at Meeting: Mayor Bruce Rowley, Council Members: Rachel Goates, Chris Chipping, Ray Evans. Bre Aagard was absent. Meeting Recorders Chantal Rowley and Christine Carrigan. Levan Town Utilities Supervisor Jason Worwood. Also present: Carol Bennet, Conner Lunt, Rebecca Dopp (Times-News), Megan Fryzel, Holly Thomas, Shane Thomas, Jon Burton, Nathan Washer Welcome: Mayor Bruce Rowley called the meeting to order and welcomed all the attendees. He excused Council Member Bre Aagard who was unable to attend. Invocation: Ray Evans Pledge of Allegiance: Chris Chipping Local Building Authority – Agenda None No business was discussed under the Local Building Authority agenda. Action Items Temporary Land Use Regulation Ordinance The Council discussed the conservation plan and the possibility of lifting the moratorium on building permits. After a discussion about water usage and conservation strategies, a motion was made to lift the moratorium on building permits. Motion to lift the moratorium on building permits by Rachel Goates, Seconded by Chris Chipping. Roll Call Vote: Rachel Goates, Chris Chipping, Bruce Rowley – Yeah Ray Evans - No Motion carries. Tentative Budget Adoption The tentative budget was discussed. Motion to approve the tentative budget. Made by: Ray Evans. Second by: Rachel Goates. All in favor. Motion carries. Levan Baseball Field Project No representatives were present to discuss the baseball field, leading to a brief closure on this topic. Discussion Items Levan Park Baseball Field – K. Worwood Discussion was deferred as the representatives were absent. Water Concerns – Nick Childs Nick Childs presented concerns over water usage and conservation. He presented questions about how the Town measures the water usage and the accuracy of those numbers. Budget Work Session and Public Hearing date A date needed to be set for a budget work session and public hearing. Various dates were discussed, and it was tentatively decided to hold it on Tuesday, June 25th, at 6:00 PM. Mayor/Councilmember/Department/Committee Reports Mayor/Council Member Reports The youth council had a ceremony for new members and plans for upcoming activities. There were also updates from the planning meeting about the ordinance on adequate facilities. Office Issued Permits Report Issued permits included roofing permits for the Jeffs and the Craigs. Planning Commission Report Discussion focused on ordinances and their public hearings. Committee Reports There was no specific committee report detailed in this meeting. Council Business Approval of Minutes for May 9, 2024, Regular Meeting and Work Session Minutes from the May 9, 2024, regular meeting and work session needed approval. Motion to approve the minutes for May 9, 2024, Regular and the work session minutes made by: Chris Chipping Seconded by: Ray Evans. All in favor. Motion carries. Approval of Claims (5-1-2024 to 5-31-2024) Claims covering May 1, 2024, to May 31, 2024, were presented for approval. Approval of Payroll Comparison Report (4-1-2024 to 5-31-2024) Payroll comparison report between April 1, 2024, and May 31, 2024, was presented for approval. Approval of Final Cash Receipts Report (4-1-2024 to 4-30-2024) Final cash receipts report from April 1, 2024, to April 30, 2024, was presented for approval. Review Tentative Cash Receipts Report (5-1-2024 to 5-31-2024) The tentative cash receipts report from May 1, 2024, to May 31, 2024, was reviewed. Review Budget Report (7-1-2023 to 5-31-2024) The budget report from July 1, 2023, to May 31, 2024, was reviewed. Motion to approve claims, payroll comparison report, and final cash receipts report made by Ray Evans. Seconded by Rachel Goates. Motion carries. Public Comments A resident expressed thanks for addressing his previous concern about peak water usage measurements for parks and cemeteries. Adjourn A motion was made to adjourn the meeting.
