Town Council Work Session Meeting minutes June 13, 2024 6pm Welcome Opening Business Meeting started at 6:00 pm Present at Meeting: Mayor Bruce Rowley, Council Members: Rachel Goates, Chris Chipping, Ray Evans. Bre Aagard was absent Meeting Recorders Chantal Rowley and Christine Carrigan. Levan Town Utilities Supervisor Jason Worwood. Also present: Carol Bennet, Conner Lunt The work session was called to order on Thursday, June 13th, by Mayor Bruce Rowley. The primary topic was the discussion on the temporary land use regulation status, conservation, and strategy. Temporary Land Use Regulation Status, Conservation and Strategy Discussion Mayor Rowley provided an introduction and mentioned that the main agenda would focus on the status of the temporary land use regulation, conservation, and strategy discussion regarding water usage. Presentation from Jason Worwood Jason Worwood presented a comprehensive explanation on how water usage is determined. He touched on topics such as the importance of an annual report for the state, monthly vs. peak day measurement, and concerns raised by state measurements. He added that the state uses a three-year average. Conservation efforts started now would still have the previous two year’s usage taken into consideration. Jason highlighted the restructured reporting system, bringing attention to peak daily measurement and system sizing based on peak usage rather than average usage. Various issues regarding deficiencies in the water system were discussed. Further recommendations for water usage review and a potential solution through an aquifer recharge program. Accurate flow measurement tools were also discussed by Jason. Jason and the Council discussed ideas for reducing peak water usage and moving forward with water conservation plans. A conversation ensued about reallocating water meters and the potential risks involved. Water Conservation Measures and Impact Fees Options to conserve water including having residents water on certain days and times, increased tier usage rates, and encouraging conservation projects were considered. The Council highlighted the involvement required from town residents and potential enforcement mechanisms. The Council discussed whether the moratorium should continue. Mayor Rowley felt that the moratorium lasting for five more months would not have an impact on the peak flow measurement and therefore was not necessary. He emphasized that the Town would need to move forward with conservation efforts and placing impact fees to help cover water costs in the near future. Adjournment The meeting was adjourned at the conclusion of discussions. Motion to adjourn made by Ray Evans. Seconded by Chris Chipping. A unanimous vote in favor adjourned the meeting.
