Meeting minutes
October 16, 2024
7:00 P.M.
Present at Meeting: Mayor Bruce Rowley, Council Members: Rachel Goates, Ray Evans,
Chris Chipping and Belle Brough
Meeting Recorders: Chantal Rowley and Christine Carrigan
Also present: Rebecca Dopp (Times-News), Carol Bennett, Andrea Burton, Jamie Garrett,

Meeting started at 7:00pm
The meeting commenced with a welcome to all in attendance.
Invocation
An invocation was delivered by Mayor Rowley.
Pledge of Allegiance
The pledge of allegiance was led by Ray Evans
Local Building Authority
It was noted that there was no business for the local building authority at this meeting.
Discussion Items/Action Items
Fill Vacancy on Town Council – B. Brough Application
A vacancy in the town council required a nominee to fill the unexpired term. Belle Brough was nominated, and
a motion was made to approve Brough's appointment. The motion was seconded and passed with no opposition,
allowing for Brough to be sworn into the position.
Motion to appoint Belle Brough as the new council member made by Ray Evans. Motion seconded by Rachel
Goates. Results: All voted in favor.
Brough was sworn in and took a seat among the council members to begin participating in decisions
immediately.
Power to Lot on Slaughterhouse Lane – C. Sperry
Power supply issues were discussed involving a lot owned by Clayton Sperry at the end of Slaughterhouse Lane.
Rocky Mountain Power was identified as the utility provider, but there was an understanding that the town
could provide power, avoiding extensive extraterritorial service costs. Authorization from Rocky Mountain
Power is awaited.
Levan Activities Update – Linda Hanks
Linda Hanks presented the plan to celebrate with a festive lights event, both locally and alongside other county
events. The date and time details were announced, along with plans for Levan lights to synchronize with the rest
of the county. Chili and other refreshments were proposed to bring attendees together before traveling to
neighboring Nephi for continued celebration. The progress and coordination of these community activities were
positively received and encouraged.
Baseball Field Renovation
Updates were presented on the baseball field renovation. Volunteer work had enabled the field’s leveling near
completion, and a plan involving sprinklers and concrete facilities was underway without financial expenditure
thus far. Competitive bids for further work were to be unsealed the following morning, with community
members welcome to attend.
Questions were addressed about including cement work for local amenities, and it was noted that additional
volunteer help would be appreciated.
Data Center Information
Progress reportage on the ongoing negotiations and arrangements related to a new data center was tabled,
pending further data and agreement arrangement clarifications for the upcoming meeting.
Presentation from FFA
A presentation from Future Farmers of America (FFA) students highlighted achievements and upcoming
participation in national events. Students expressed appreciation for community support during fund-raising
events and detailed their respective projects and contests, such as creed recitation and agricultural research,
discussing personal learnings and competitive ranks from state and national contests.

A summary of routine permit issuance was provided.
Planning Commission Report
It was noted that the planning commission had not met in the last cycle, and there were no updates under this
report.

Informal discussions arose about community engagement in town.
Council Business
Approval of Minutes for September 16th, 2024, Budget Regular Meeting
The minutes of the September 12th, 2024, meeting were reviewed and approved with corrections noted for a
prior typographical labeling error.
A motion to approve the minutes for September 12, 2024, was made by Ray Evans. Motion seconded by
Rachel Goates. Results: Motion passed unanimously.
Approval of Claims and Financial Reports
A motion was made to approve the claims report for September, alongside the payroll comparison report and
review of cash receipts.
A motion to approve the claims (9-1-2024 to 9-30-2024), the payroll comparison report (8-1-2024 to 9-30-
2024), the final cash receipts report (8-1-2024 to 8-31-2024), and review tentative cash receipts for (9-1-2024 to
9-30-2024) was made by Ray Evans Motion seconded by Rachel Goates. Results: Motion passed
unanimously.
Public Comments
A member of the public, Lynn Jarvis, expressed personal and familial grievances, requesting help and
understanding from the community regarding various social and residential concerns. Discussions unfolded,
addressing possible avenues for non-official external assistance that informed public inquiries and empathy-
driven responses followed.
Convene into Executive Session
A proposal was made to enter into an executive session for addressing specific confidential issues regarding
potential litigation following meeting adjournment.
A motion to go into executive session made by Ray Evans. Motion seconded by Belle Brough. Results:
Motion passed unanimously.
The meeting concluded with set points for future subjects and administration duly recorded.
Move into executive session at 8:06pm.
The council returned to the regular meeting at 8:30pm.
Motion to adjourn the meeting made by Ray Evans and seconded by Rachel Goates.
