Town Council Meeting minutes November 14, 2024 7:00 P.M. Present at Meeting: Mayor Bruce Rowley, Council Members: Rachel Goates, Ray Evans, Chris Chipping and Belle Brough Meeting Recorders: Chantal Rowley, Elaina Jenson, Christine Carrigan Also present: Shay Morrison (R6), Nick Childs Welcome Mayor Rowley brought the meeting to order at 7:00 PM on Thursday, November 14, 2024. He welcomed everyone for coming to the city meeting and appreciated their involvement. Invocation Chris Chipping gave the invocation. Pledge of Allegiance Rachel Goates led the Pledge of Allegiance. Local Building Authority – Agenda: None Discussion Items/Action Items Shay Morrison – Updates from R6 Shay Morrison provided several updates regarding several grant opportunities and training seminars from the R6 organization. He reminded the council that the updated subdivision ordinance must be done in December. Shay would be in contact with office staff to complete the CDBG application that is due Dec. 15th. Data Center Information The mayor discussed the data center project briefly. The data center would be an electric customer that would use excess electricity. The facility would not use any water. He said that in an upcoming meeting he would have the utilities supervisor available to answer questions. New Home Building Permit – Jeff & Kim Rowell The council discussed the new home building permit for Jeff and Kim Rowell: Chris Chipping made a motion to approve the building permit for Jeff and Kim Rowell. Ray Evans seconded the motion. The motion carried unanimously. New Outbuilding Permit – Joel Winn The council discussed the new outbuilding permit for Joel Winn: Rachel Goates made a motion to approve the new outbuilding permit for Joel Winn. Belle Brough seconded the motion. The motion carried unanimously. Mayor/Councilmember/Department/Committee Reports Mayor/Council Member Reports Office Issued Permits Report Planning Commission Report Council member Rachel Goates reported sitting in on the planning commission meeting on Wednesday. They discussed ordinances that had been reviewed by a lawyer, including language and grammar corrections. The flag lot ordinance was a significant topic of discussion. Committee Reports Council member Chris Chipping reported on the cemetery, stating everything looks good. They also mentioned a fire meeting in July where the budget was reviewed. The fire department may be getting a chase truck for the local station. Other Reports: Christmas Light Program Updates The council discussed the Christmas County lighting program, reviewed the draft newsletter from the town, a coloring contest for children and the town Christmas light contest. The deadline for the coloring contest is December 15th. The voting for the town lighting ends contest is Council Business Approval of Minutes for October 16th, 2024, Budget Regular Meeting Ray Evans made a motion to approve the minutes for October 16, 2024. Chris Chipping seconded the motion. The motion carried unanimously. Approval of Claims (10-1-2024 to 10-31-2024) Approval of Payroll Comparison Report (9-1-2024 to 10-31-2024) Approval of Final Cash Receipts Report (9-1-2024 to 9-30-2024) Belle Brough made a motion to approve the claims, payroll comparison, and final cash receipts. Ray Evans seconded the motion. The motion carried unanimously. Review Tentative Cash Receipts Report (10-1-2024 to 10-31-2024) Review Budget Report (7-1-2024 to 10-31-2024) Public Comments No public comments were made. Convene into Executive Session Ray Evans made a motion to go into executive session to discussion pending litigation. Belle Brough seconded the motion. The motion carried unanimously.
