Town Council Meeting Meeting minutes December 12, 2024 7:00 P.M. Meeting started at 7:00 pm Present at Meeting: Mayor Bruce Rowley, Council Members: Chris Chipping, Ray Evans, Belle Brough. Absent Council Member: Rachel Goates Meeting Recorders: Chantal Rowley and Elaina Jenson. Also present: Rebecca Dopp (Times-News), Nate and Amy Lowe Welcome: Mayor Bruce Rowley called the meeting to order and welcomed all the attendees. He excused Council Member Rachel Goates who was unable to attend Invocation: Ray Evans Pledge of Allegiance: Bruce Rowley Local Building Authority – Agenda None No business was discussed under the Local Building Authority agenda. Discussion Items/Action Items Open Bids for Pickleball Courts Mayor Rowley announced that only one bid had been received for the pickleball courts project, submitted by Jones and DeMille. The project was planned for the upcoming summer, with the exact start date to be determined. The mayor explained that the project was part of a CBDG initiative using federal money, and if they won the bid this year, they wouldn't be able to apply again for a year or two. The proposed location would be at the park, beside the baseball diamond, in front of the bathrooms. The Council discussed the orientation of the courts, agreeing on a north-south layout. The bid included two alternatives, with Alternative 2 being about $10,000 more expensive than Alternative 1. The difference between the alternatives was related to the type of concrete pad used - one using tension cables and the other using rebar reinforcement. The total probable cost with the tension cable option is 139,475.00 per the Jones and DeMille proposal. Motion: Belle Brough moved to accept the proposal from Jones and DeMille for the pickleball courts. Ray Evans seconded the motion. The motion carried unanimously. Adopt Subdivision Ordinance Mayor Rowley explained that the subdivision ordinance had been recently updated due to changes made by the state of Utah. To protect the town, they had hired a law firm specializing in subdivisions to work on the ordinance. Mayor Rowley mentioned that they had obtained a grant to cover the cost of this update. Motion: Belle Brough moved to accept the new subdivision regulations. Ray Evans seconded the motion. The motion carried unanimously. Mayor/Councilmember/Department/Committee Reports Mayor/Council Member Reports No specific reports were given by council members during this section. Office Issued Permits Report No building permits were reported for this period. Planning Commission Report Council Members reported that the Planning and Zoning Commission would not meet on the first Wednesday of January due to it being New Year's Day. They would consider rescheduling or potentially canceling the January meeting if no pressing matters arose. Committee Reports No committee reports were presented during this section. Other Reports: Christmas Festivities Report Belle Brough expressed gratitude to the ladies who organized the Christmas festivities, noting that they had done an excellent job. The room decorations were praised, and the event was described as fun and wonderful. Chris Chipping added that the events scheduled for the 13th and 14th had been canceled, indicating that Levan wasn't the only town unable to fully participate. Mayor Rowley mentioned that the timing of such events might need to be reevaluated, noting that the weekend after Thanksgiving is a busy time for many people. Ray Evans seconded the motion. The motion carried unanimously. Public Comments No public comments were recorded during this meeting.
