Town Council Meeting Levan Town Hall, June 12, 2025, 7:00 PM Meeting minutes Present at meeting: Mayor Bruce Rowley, Council member Ray Evans, Council member Chris Chipping, Council member Rachel Goates, Council member Belle Brough was absent Town Clerk Christine Carrigan Meeting Recorder: Eliana Jenson Public attending: Carol Bennett, Rebecca Dopp (Times-News) Welcome Mayor Rowley brought the meeting to order at 7:05 pm on Thursday, June 12, 2025, and welcomed everyone present. Invocation Chris Chipping offered the invocation. Pledge of Allegiance Ray Evans led the Pledge of Allegiance. Local Building Authority – Agenda No discussion was held on this agenda item. Regular Town Council Agenda Discussion Items/Action Items Tentative Budget Adoption Mayor Rowley introduced the tentative budget adoption, noting that a work session had been held prior to the town meeting to ensure everyone was up to speed on the budget. He mentioned that there would be a two-week period for public comment and that the budget would be available for review. The actual budget adoption will take place on June 26th, with a public hearing scheduled for 6:30 PM that day, followed by a special meeting for the council to adopt it. Christine Carrigan asked that any adjustments or amendments to the proposed budget should be communicated to her before June 26th. Rachel Goates made a motion to adopt the tentative budget as presented in the work meeting. Ray Evans seconded the motion. The motion carried unanimously. Interlocal Agreement for Election Mayor Rowley explained that the county would be handling the election process, as it had worked well in the past. The estimated cost is not to exceed $3.20 per voter per election. Carrigan mentioned that three people had signed up for the mayor's position, necessitating a primary election. The estimated total cost was $6,417.60. Council members discussed the benefits of in-person vs. mail-in ballots and the upcoming changes to Utah's voting laws. Rachel clarified that the end of universal mail-in voting in Utah would begin in 2029, after which voters would need to opt-in to receive mail-in ballots. Ray Evans made a motion to approve the interlocal agreement for the election. Chris Chipping seconded the motion. The motion carried unanimously. Certification of Tax Rate Mayor Rowley presented the tax rate certification, noting that Levan had not raised taxes for a long time. Christine Carrigan explained that the tax rate technically goes down slightly each year as property values go up and essentially the same amount of money is split among those properties. Council members discussed the possibility of small, incremental tax increases in the future to avoid sudden large increases. Christine mentioned that the town was scheduled to receive $32,191 in property taxes for the 2025 tax year. Rachel Goates made a motion to certify the tax rate. Ray Evans seconded the motion. The motion carried unanimously. Mayor/Councilmember/Department/Committee Reports Mayor/Council Member Reports No specific reports were given under this item. Office Issued Permits Report It was reported that no new permits had been issued. Council members discussed the current housing boom in Levan, estimating that there were about six houses under construction at the time. Planning Commission Report Rachel reported that the Planning Commission did not have a meeting this month due to an illness and the lack of new permit applications. Committee Reports Rachel provided an update on the Youth Council activities. She mentioned that they had completed their duties for Memorial Day, including a swearing-in ceremony attended by three council members. She also reported that plans for the July 24th celebration were progressing well, with assignments being completed as planned. Other Reports Mayor Rowley reported on the progress of the baseball field and pickleball court construction. He mentioned that they were waiting for funding approval, expected around July 1st, after which he planned to put the project out to bid quickly. Council members discussed adding a concrete pad for benches near the splash pad, considering factors such as shade and ease of maintenance. Mayor Rowley also mentioned concerns about speeding in town and his plans to address the issue by talking to the sheriff's office and potentially borrowing a speed indicator sign. Rachel announced that the sheriff's office would be conducting an OHV event, which she would promote on the town's website. Mayor Rowley reported on an award received by Jason Worwood, the town's utilities supervisor, called the "Larry Hobart 7 Hats" award, recognizing his versatility in handling multiple responsibilities in a small town. A council member mentioned that the Daughters of the Utah Pioneers were pleased with the new logs installed at a local site and that there were plans to add concrete around the area. The goal was to have the site open for the July 24th celebration. Council Business Approval of Minutes for May 8th, 2025, Regular Meeting and Public Hearing Ray Evans made a motion to approve the minutes of the May 8th, 2025 regular meeting and public hearing. Rachel Goates seconded the motion. The motion carried unanimously. Approval of Claims (5-1-2025 to 5-31-2025) Approval of Payroll Comparison Report (4-1-2025 to 5-31-2025) Approval of Final Cash Receipts Report (4-1-2025 to 4-30-2025) Review Tentative Cash Receipts Report (5-1-2025 to 5-31-2025) Review Budget Report (7-1-2024 to 5-31-2025) Ray Evans made a motion to approve the claims, payroll comparison report, and final cash receipts report for the specified periods. Rachel Goates seconded the motion. The motion carried unanimously. Public Comments No public comments were made during this portion of the meeting. Convene into Executive Session No executive session was needed for this meeting. Adjourn Chris Chipping made a motion to adjourn the meeting. Ray Evans seconded the motion.
