Welcome
The meeting was called to order at 6:39 pm. Mayor Rowley noted they were holding a work
session to discuss the tentative budget.
Discussion of Current Year's Budget
Christine presented the current year's budget as of June 10th. She pointed out areas where
they had gone over budget, marked in orange on the worksheet. Christine explained that
occasionally, expenses get categorized incorrectly, which can lead to some categories
appearing over budget. She provided examples of why certain categories might be over and
noted that she had included explanations for some of these instances. Most itemized areas
were well within the projected costs.
Review of General Fund and Enterprise Funds
Christine explained that for the general fund, they had budgeted to spend $802,000 but only
spent $416,000. She clarified that this significant difference was partly due to grant
applications that were not received.
For enterprise funds, such as the water utility, Christine noted that they had budgeted
$238,000 but only spent $151,000. She emphasized that they would need to amend the
budget if they spent over the budgeted amount for enterprise funds.
Discussion on Salaries and Raises
Christine proposed a 2.5% cost of living adjustment (COLA) across the board for all
employees. She also suggested giving Elena a raise of a few dollars per hour, as she was
currently making $14 per hour. The council discussed this and agreed that Elena deserved a
raise.
Updates on Ongoing Projects
Mayor Rowley provided an update on the substation project. He explained that they were
building a new substation to double their power capacity, as the old one was at 98% capacity.
The project was coming in under the estimated cost of $350,000.
The mayor also shared a story about acquiring a surplus transformer for around $3,000,
which they then leased to Heber City before setting it up for their own use.
Discussion on Budget Approval Process
Christine explained that in the regular meeting, they would approve the tentative budget. She
noted that there would still be additional changes and fine-tuning needed before the final
budget approval on June 26th.
Rodeo Discussion
The council discussed the possibility of bringing back the rodeo. They noted that while it was
not included in this year's budget, they could potentially amend the budget if they found
someone willing to organize it. They discussed the need for upgrades to the rodeo grounds,
including new panels and sand. The council agreed to look into professional advice for
improving the grounds and potentially adjusting the budget for the rodeo in the future.
Motion to Adjourn Work Session
Ray Evans moved to adjourn the work session. Rachel Goates seconded the motion.
All members voted in favor. Motion carried.
