Town Council Special Meeting Levan Town Hall, June 26, 2025, 6:45 PM Meeting minutes Present at meeting: Mayor Bruce Rowley, Council member Ray Evans, Council member Chris Chipping, Council member Rachel Goates, Council member Belle Brough Town Clerk Christine Carrigan Meeting Recorder: Chantal Rowley Public attending: Carol Bennett, Rebecca Dopp (Times-News) Welcome Mayor Rowley brought the meeting to order at 6:48 pm on Thursday, June 26, 2025, and welcomed everyone present. Opening Ceremonies The special meeting of the Levan Town Council was called to order on Thursday, June 26, 2025. Mayor Rowley welcomed everyone to the meeting. Rachel Goates offered the invocation, and Chris Chipping led the Pledge of Allegiance. Discussion Items/Action Items a. 2026 FY Budget Adoption The Mayor introduced the first action item regarding the adoption of the 2026 fiscal year budget. The budget had been prepared by Christine and was presented for approval. Motion: Rachel made a motion to adopt the 2026 fiscal year budget. The motion was seconded by Belle Brough. The motion carried unanimously. It was clarified during discussion that this budget covers the fiscal year ending in 2026. b. 2025 FY Budget Amendment The Mayor presented the 2025 fiscal year budget amendment for approval. Motion: Belle Brough moved to pass the 2025 fiscal year budget amendment. The motion was seconded by Rachel Goates. The motion carried unanimously. A brief discussion followed regarding clarification of the fiscal years, with confirmation that the first budget passed was for fiscal year 2026 (next year's budget) and the second was an amendment to the current 2025 fiscal year budget. Mayor/Councilmember/Department/Committee Reports Rachel brought up a discussion about the fish grab activity planned for the town's 24th celebration. She reported that the cost would be $1,010 for 160 fish at 10 inches each, which the fish provider indicated was a good size for children to catch and eat. Rachel explained that she had consulted with the youth council, and those who responded didn't think the activity was worth the cost. The council discussed various pricing options, including $2 per entry (for one minute in the water or catching one fish, whichever comes first), $3 per entry, or $10 per family. Concerns were raised about the cost being prohibitive for families with multiple children if the price was too high. Several council members expressed that the cost of $1,010 seemed excessive and discussed practical concerns including fish welfare in the heat, the timing of fish delivery (between 8-9 AM), and what would happen to leftover fish. Council members noted that the fish grab hadn't been held for the past six years and the celebration had still been successful. The consensus was that the activity was not worth the expense. Rachel indicated she would inform Mckenzie that the activity would not be included, citing that it was cost prohibitive, though she mentioned that if someone wanted to donate the funds specifically for this purpose, it might be reconsidered. Public Comments No formal public comments were made. Convene into Executive Session The meeting was held solely for one or more of the purposes outlined in 52-4-205. Motion: A motion was made to convene into executive session was made by Ray Evans. The motion was seconded by Belle Brough. The motion carried unanimously. Regular meeting moved to a closed session at 7:05 pm. Return to open meeting at 8:00 pm Adjourn The meeting was adjourned following the executive session. Rachel Goates made the motion to adjourn the meeting. Belle Brough seconded the motion. All in favor. Meeting adjourned at 8:00 pm. Christine Carrigan, Clerk
