Absent: none Town Staff present: Town Clerk Heather Poulsen and Town Treasurer Stephanie Wood Others present: None Welcome: Mayor Bruce Rowley opened the meeting and welcomed all present at 7:01 PM. Prayer: Ray Evans Approval of Minutes: TC Work Session- May 24, 2022 (The packet said the meeting was on May 23 but the meeting was on May 24) Councilmember Chris Webb made the motion to approve the minutes from May 24, 2022. The motion was seconded by councilmember Taryn Brooks. Mayor Bruce Rowley and Councilmembers Taryn Brooks, Ray Evans, Amy Lowe and Chris Webb voted in favor. Motion Carried. Discussion Items: 1. Budget-General Fund Councilmembers brought Mayor Bruce Rowley up to date on what had been discussed in the work session held at 5:30. They told him they looked at past payroll history. That for this year the council wants to leave the COLA and step increase for all employees except Jason. Jason deserves a significant increase. They would like to redo the step chart so raises are based off merit. The council discussed Jason’s wage. This year he is making $36.29 and the regular COLA and step increase would put him at $38.81. They felt like he should be raised to the top of his pay scale on the town’s pay schedule. They decided to leave his insurance cap and HSA contributions the same. The council went through all the utility funds and chose to raise the base rate for gas from $10 to $11 They chose to raise the base rate on water from $32 to $33 and the water winter rate from $7 to $10. They want to raise tier 1 billing from $.90 to $1.00, tier 2 from $1.00 to $1.20, and tier 3 from $1.30-$1.50. The town will be trying for a grant to redo water lines on June 7, 2022 and if that comes through, they might need to up the base rate for water to make a loan payment. They agreed to look at that again in the next budget work session. The council discussed the difference between the general fund and the capitol fund. Stephanie explained how appropriated and unappropriated funds work and showed the council what was in each of those accounts. She also explained that Class C roads are restricted and can not be used for anything except class c roads. Councilmember Taryn Brooks asked if some of the $100,000 that is appropriated for the Parks and Recreation could be moved somewhere else if she needed it to be in order to apply for a grant. Stephanie explained that yes it could be moved into different categories within the capital projects. That number is what past councils have wanted to be appropriated to the parks category. They agreed that the next budget work will still be on June 8, 2022 at 7. They wanted to move the public hearing and the town council meetings from June 22 to June 15th with the public hearings at 6:30 and 6:45. The council meeting would then be at 7. Adjournment: Councilmember Ray Evans made the motion, seconded by Councilmember Taryn Brooks to adjourn. Mayor Bruce Rowley and Councilmembers Ray Evans, Taryn Brooks, Amy Lowe and Chris Webb all voted in favor. Motion Carried.
