Councilmember Taryn Brooks was absent. Town Staff present: Town Clerk Heather Poulsen and Treasurer Stephanie Wood Others present: None Welcome: Mayor Bruce Rowley opened the meeting and welcomed all present at 7:08 PM. Prayer: Mayor Bruce Rowley Approval of Minutes: TC Work Session- June 2, 2022- 5:30pm TC Work Session- June 2, 2022- 7:00pm Councilmember Ray Evans made the motion to approve the minutes from June 2, 2022- 5:30pm session and June 2, 2022-7:00pm session. The motion was seconded by councilmember Chris Webb. Mayor Bruce Rowley and Councilmembers Chris Webb, Amy Lowe, and Ray Evans voted in favor. Councilmember Taryn Brooks was absent. Motion Carried. Discussion Items: 1. FY 2022 Budget Amendments Town Clerk Heather Poulsen went through and explained to the council what lines in the budget should be amended on the FY2022 budget. The council looked through all the recommended changes and felt that the recommended amendments looked good. 2. FY 2023 Utility Funds Mayor Bruce Rowley met with the Utah Drinking Water board in hopes of getting a grant/loan combination to redo the water lines in Levan Town. The current pipes have lead joints and the town looses a lot of water from leaks in the line. The water board gave him some printouts of different loan/grant scenarios. Where the loan payment is smaller the first year and gradually gets bigger each year for the next 30 years. Making it so the town could raise its water rates slowly instead of all at once in order to make a loan payment. The council agreed that replacing the water lines was something that needed to be done. They wanted to look at the numbers and find out if the town would end up paying more interest in the end if they did a graduated payment rather than just starting out with making regular payments from the very beginning. Even though the council doesn’t know the exact loan/ grant ratio, and won’t have an answer until the water board meets again next month, they felt like this was definitely something that needed to be done so they asked Treasurer Stephanie Wood and Clerk Heather Poulsen to work it into the 2023 FY budget. It looks like if the town accepts a 50/50 grant/loan split the town would have a $55,526 loan payment on $1,433,050 loan every year. The town would raise everyone’s base rate from the current $32 to $46 a month to make the payment. The council agreed to hold the next work session on June 20, 2022 at 6:00pm. With the public hearings for the budget at 6:30 and 6:45. Followed by the regular town council meeting at 7:00pm. Adjournment: Councilmember Ray Evans made the motion, seconded by Councilmember Chris Webb, to adjourn. Mayor Bruce Rowley and Councilmembers Ray Evans, Amy Lowe and Chris Webb all voted in favor. Councilmember Taryn Brooks was absent. Motion Carried.
