RECORD OF PROCEEDINGS; MINUTES OF THE VILLAGE OF LEWISBURG, OHIO, REGULAR COUNCIL MEETING AT 7:00 P.M., JULY 03, 2024, AT THE LEWISBURG COMMUNITY CENTER. The regular meeting of the Village of Lewisburg, Ohio Council was called to order at 7:00 P.M. by Mayor Dennis Roberts. ROLL CALL: Eliza Wagoner, Clerk of Council. PRESENT: Mayor Dennis Roberts, Council Members Marla Colville-Brown, Barb Foster, Mary Nelson, Lori Pheanis, Jackie Sewert, and Ted Thies. Also present were Municipal Manager Jeff Sewert, Fire & EMS Chief B.J. Sewert, Fiscal Officer Susan Laux, and Law Director Steve Hobbs. Police Chief Rick McGee was absent. Motion to approve the minutes of the June 20, 2024, regular Village Council Meeting. First by Lori Pheanis. Second by Barb Foster. Roll Call Vote: 7 Yes 0 No. Motion approved. CITIZENS: Park Harry asked to have Derby Days on August 8, 9, 10, 2024 and close the usual streets during the event and parade. Motion to close the usual streets on August 8, 9, 10, 2024 for Derby Days and approve a parade and close the usual streets of the parade route on August 10, 2024, parade starting at 11:00 A.M. Motion to table setting a town hall meeting with Paula Givens to receive input from Village citizens about adult use cannabis operators within the Village of Lewisburg. First by Marla Colville-Brown. Motion to direct Law Director Hobbs to prepare a Resolution to put the issue of adult use cannabis operators within the Village of Lewisburg on the ballot at the November, 2024 election. Motion to direct Law Director Hobbs to prepare an Ordinance to extend the current moratorium against adult use cannabis operators within the Village of Lewisburg to January 1, 2025. First by Marla Colville-Brown. Second by Barb Foster. Roll Call Vote: 7 Yes 0 No. Motion approved. MUNICIPAL MANAGER: Motion to approve spending $5,000.00 on fire hydrant painting. Manager Sewert gave updates on the Ways and Means Committee Meeting and forthcoming recommendations regarding adding a fourth full-time police officer and on the progress with Rexarc. SAFETY: After a recommendation from Chief Sewert and Manager Sewert, Motion to hire Richard Robbins part-time for the fire department. First by Marla Colville-Brown. Second by Jackie Sewert.
