PLANNING AND ZONING COMMISSION MEETING MINUTES TUESDAY – AUGUST 4, 2020 – 6:30 PM 2801 Ranch Road 1869 – Liberty Hill CALL TO ORDER The Liberty Hill City Planning and Zoning Commission Meeting was called to order at 6:30 PM by Chairperson Wes Griffin on Tuesday – August 4, 2020 at Council Chambers – 2801 Ranch Road 1869 in Liberty Hill. Invocation was given followed by reciting the Pledge of Allegiance and Texas Pledge. Quorum was established. Planning and Zoning Commission members present were as follows: Wes Griffin, Brian Williams, Josh McGinty, and Steve McIntosh. REGULAR AGENDA Discuss and Consider approval of minutes from the regular Planning & Zoning Commission meeting held Tuesday – June 30, 2020. Outcome: On motion by Josh McGinty and second by Steve McIntosh, the Commission approved the minutes from June 30th, 2020. Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions. Discussion and recommendation to the City Council on the final disposition regarding the Heritage Ridge Preliminary Plat. Outcome: David Stallworth – Senior Director of Planning stated this plat on the corner of SH 29 and Championship drive and includes R022924 and a portion of R050673. It includes extensive foliage, many of which are legacy trees (19” or more in diameter); developer plans to preserve about 1/3 of the legacy trees. The application is deemed technically sound. Staff suggests approval of this application represents a de facto approval of removal of trees necessitated via the plans. Sidewalks are included. Mr. Stallworth recommended approval. On motion by Steve McIntosh and second by Josh McGinty, the Planning and Zoning Commission approved the Heritage Ridge Preliminary Plat. Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions. Review and update regarding the Unified Development Code. Outcome: Lacie Hale – Chief Operating Officer addressed the Commissioners stating she, David Stallworth, and Tad Cleaves have been working to update the UDC. She provided an overview of the process. Commissioners discussed next steps and planned workshops.
