PLANNING AND ZONING COMMISSION MEETING MINUTES TUESDAY – JUNE 30, 2020 – 6:30 PM 2801 Ranch Road 1869 – Liberty Hill CALL TO ORDER The Liberty Hill City Planning and Zoning Commission Meeting was called to order at 6:32 PM by Chairperson Wes Griffin on Tuesday - June 30, 2020 at 2801 Ranch Road 1869 in Liberty Hill. Invocation was given followed by reciting the Pledge of Allegiance and Texas Pledge. Quorum was established. Planning and Zoning Commission members present were as follows: Wes Griffin, Steve Messana, and Cheryl New, and Steve McIntosh. Brian Williams, Jared King, and Josh McGinty were not in attendance. Others present were David Stallworth, Lacie Hale, and Nancy Sawyer. PUBLIC HEARING Wes Griffin – Chair opened the Public Hearing at 6:32 PM stating: NOTICE IS HEREBY GIVEN that the City of Liberty Hill has been asked to review and approve the following application(s), to wit: A request for a Conditional Use Permit to allow a Duplex in the Downtown Commercial/Retail District (C-2) on the following property: 100 CR 279, City of Liberty Hill, Texas. AW0233 – Henry Field Survey .29 Acres. WCAD Property Number R0220211. In accordance with Section 211.006 of Texas’ Local Government Code, a public hearing on this application will be conducted by the Planning and Zoning Commission. This hearing will begin at 6:30 PM on Tuesday, June 30, 2020. The Planning Commission will then forward its recommendations to the City Council, who will conduct its own public hearing at 6:30 PM on Monday, July 13, 2020 and make the final decision on this matter. Both public hearings will be Planning and Zoning Commission 1 of 3 June 30, 2020 held at the Municipal Court Building, Council Chambers, 2801 RM 1869 in Liberty Hill, Texas. Information regarding this application is available at the City’s Planning and Development Department, 100 Forrest Street. For more information, call (512) 548-5519. As a recipient of this Notice, you are invited to attend these public hearings and offer comment. Outcome: There were no comments; the Public Hearing was closed at 6:34 PM. REGULAR AGENDA Discuss and Consider approval of minutes from the regular Planning & Zoning Commission meeting held Tuesday – June 2, 2020. Outcome: On motion by Wes Griffin and second by Cheryl New, the Commission approved the minutes from the regular Planning and Zoning Commission meeting held Tuesday – June 3, 2020. Motion passed on vote of 4 AYES, 0 NAYS, and 0 ABSTENTIONS. Discussion and recommendation to City Council on the final disposition of the application for the Caughfield – Phase 11 Final Plat. Outcome: Discussion and recommendation to City Council on the final disposition of the application for the Caughfield – Phase 11 Final Plat. Outcome: David Stallworth – Senior Director of Planning stated this plat is approximately 38 acres. The Staff of the Planning & Development Department finds the plat to be technically correct and proposes the Planning and Zoning Commission recommend approval to Council. On motion by Steve Messana and second by Steve McIntosh, the Commission approved the motion. Motion passed on vote of 4 AYES, 0 NAYS, and 0 ABSTENTIONS. Discussion and recommendation to City Council on final disposition of the application for a Conditional Use Permit in the Downtown Commercial Retail (C- 2) Zoning District for the property located at 100 CR 279 and within the City Limits of Liberty Hill, Texas. Outcome: David Stallworth – Senior Director of Planning, stated that the request is for converting a single family residential property to two units. The building is approximately 1500 square feet and was built in 1930. The request meets all conditions. On motion by Cheryl New and second by Steve Messana, the Commission approved the motion. Motion passed on vote of 4 AYES, 0 NAYS, and 0 ABSTENTIONS. Planning and Zoning Commission 2 of 3 June 30, 2020 ADJOURNMENT On motion by Steve Messana and second by Steve McIntosh, the meeting of the Planning and Zoning Commission was adjourned at 6:42 PM.
