PLANNING AND ZONING COMMISSION
MEETING MINUTES
Tuesday – November 3, 2020 – 6:30 PM
14875 West State Highway 29 – Liberty Hill
CALL TO ORDER
The Liberty Hill City Planning and Zoning Commission Meeting was called to order at 6:30 PM by Vice
Chairperson Brian Williams on Tuesday – November 3, 2020 at the Liberty Hill Learning and Event
Center. Invocation was given followed by reciting the Pledge of Allegiance and Texas Pledge. Quorum
was established.
Planning and Zoning Commission members present were Brian Williams, Cheryl New, Steve Messana,
and Josh McGinty.
PUBLIC COMMENTS
Kevin M. Beiter, 400 Stubblefield addressed the Commission stating he has concern about the Zone
Map Amendment on Stubblefield primarily due to traffic and road access. He asked if there was a plan
to improve Stubblefield.
PUBLIC HEARING
Brian Williams opened the Public Hearing at 6:34 PM to consider and recommend final action to the
City Council on a request for a Zone Map Amendment from the High Density Residential (SF3) zoning
classification to the Multi-Family (MF2) zoning classification on the following property:
15.67 acres out of the J.M. Glasscock Survey, ABS 254, Williamson County, Texas; specifically 3607
Ranch-to-Market Road (RM) 1869, generally located along the south side of RM 1869, between
Taylor Smith and Barton Drives, and identified as Assessor’s Parcels number R-392551 (14.67 acres)
and R-022214 (1.00 acre).
David Stallworth, Senior Director of Planning introduced the item. He noted that Council had
previously approved the MF2 designation change from 35 to 45-foot heights. He stated notification
was sent October 13 and legal ad was published October 22. There has been no known opposition.
Staff considers this application not to be in considerable opposition to the Comprehensive Plan. This
does not preclude the applicant and the City from entering into any development agreements. There
was discussion of access points from the late 1800s and a drainage easement on the property.
Following extensive discussion and presentation from the applicant, Chris Pezold, a vote was called.
OUTCOME: On motion by Steve Messana and second by Josh McGinty, the Planning and Zoning
Commission approved recommending final action to City Council on a request for a Zone Map
Amendment from the High Density Residential (SF3) zoning classification to the Multi-Family (MF2)
zoning classification on the following property:

Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions.

Discuss and consider approval of minutes of the Planning and Zoning meeting held October 20, 2020.
OUTCOME: On motion by Cheryl New and second by Josh McGinty, the Commission approved the minutes
of the Planning and Zoning meeting held October 20, 2020.
Motion passed on vote of 4 ayes, 0 nays, and 0 abstentions.
ADJOURNMENT
OUTCOME: On motion by Steve Messana and second by Cheryl New, the meeting was adjourned.
