SIGNATURES: City Clerk Mayor Finance Committee FIRST READ ORDINANCE AGENDA ITEM NO.: 12 BUSINESS OF THE CITY COUNCIL, LIBERTY LAKE, WASHINGTON SUBJECT: FOR THE AGENDA OF: October 7, 2014 First Read Ordinance – Minors in consumption of marijuana DEPT. OF ORIGIN: Public Safety EXHIBIT: DEPT. HEAD APPROVAL: LLPD Chief Brian Asmus None EXPENDITURE REQUIRED: No BUDGETED: N/A SUMMARY STATEMENT During the August 19, 2014 City Council meeting, Liberty Lake Police Chief, Brian Asmus, discussed how I-502 does not address minors in consumption. He asked for council’s consideration to support a local Ordinance that would prohibit minors to consume marijuana. City Council directed staff to move forward in creating an Ordinance to be brought forth for consideration, making it a class III civil infraction for a minor to be in consumption of, or otherwise acquire, marijuana and marijuana-infused products. At the time of the October 7th’s City Council packet deadline, the Ordinance was still being finalized. Final Ordinance No. 214 will be provided prior to the October 7th City Council meeting, and will be ready for a first read. RECOMMENDED ACTION 1. None – first read Ordinance.
