SUMMARY STATEMENT
This is an update to our Six Year Transportation Improvement Plan (TIP). Since last year we have had updates
to the Harvard Road Mitigation Plan, potential interchange work has come forward, and we have more clarity
of future development on the north side of the City. Some projects have been changed to reflect a need to
more fully develop a plan before setting out a construction budget. You will also notice that projects have
been arranged in order by year, beginning with the most immediate. Please note that the first two years are
the most important and that the last four are much more fluid and can be rearranged as priorities change. The
following projects have been added to the list:
1. Street, Pathway, Pedestrian Safety Improvements
2. Intersection Improvements: Harvard Rd/Wellington
3. Intersection Improvements: Mission Av/Molter Rd
4. Intersection Improvements: Appleway Av/Madson Rd
5. Intersection Improvements: Country Vista/Henry Rd
6. Intersection Improvements: Harvard Rd/Indiana Av
7. Intersection Improvements: Country Vista/Mission Av (Albertson’s)
8. Intersection Improvements: Country Vista/Legacy Ridge
9. Appleway PS&E – Fairway Ln to E City Limits
10. Intersection Improvements: Appleway Av/Signal Rd

Projects are not prioritized by this list. We are required to file a six year TIP with the Secretary of
Transportation (RCW 35.77.010). The list can be rearranged/amended at any time during the year and
individual projects are still approved by Council. This resolution does authorize City staff to pursue funds for
these projects as opportunities arise.
The City maintains a separate Street Maintenance list. The projects on the TIP are primarily capital in nature,
while Maintenance projects are generally restricted to reconstruction and overlays of the existing roadway.
There is some overlap between the two depending on the location of the project.

CITY OF LIBERTY LAKE
SPOKANE COUNTY, WASHINGTON
A RESOLUTION OF THE CITY OF LIBERTY LAKE AUTHORIZING AND
ADOPTING A SIX (6) YEAR TRANSPORTATION IMPROVEMENT PROGRAM FOR
2016 THROUGH 2021.
WHEREAS, pursuant to RCW 35.77.010, the City of Liberty Lake, Spokane County,
Washington ("City") has prepared a six (6) year Transportation Improvement Program ("TIP")
for the years 2016 - 2021; and
WHEREAS, the City of Liberty City Council found the TIP to be in compliance with the
City's Comprehensive Plan; and
WHEREAS, the City will utilize state and federal grants and low interest loans as necessary
to supplement its financial resources, and such anticipated funding is incorporated in the TIP;
and
WHEREAS, under RCW 35.77.010, the Liberty Lake City Council held a public hearing on
the TIP at City Hall, Liberty Lake, Washington, on June 2, 2015.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Liberty Lake
that the TIP is hereby adopted; and
BE IT FURTHER RESOLVED, that a copy of the TIP, together with a copy of this
Resolution, shall be filed with the Office of the Secretary, Washington State Department of
Transportation; and
BE IT FURTHER RESOLVED, that City staff is authorized to apply for state and federal
grants and low-interest loans in support of and consistent with the projects identified in the TIP.
