SIGNATURES: City Clerk Mayor Finance Committee RESOLUTION AGENDA ITEM NO.: 11 BUSINESS OF THE CITY COUNCIL, LIBERTY LAKE, WASHINGTON SUBJECT: Update to Six Year TIP, 2016 – 2021 FOR THE AGENDA OF: June 2, 2015 DEPT. HEAD APPROVAL: DEPT. OF ORIGIN: Public Works EXHIBIT: Updated Six Year TIP, Resolution EXPENDITURE REQUIRED: No BUDGETED: No SUMMARY STATEMENT This is an update to our Six Year Transportation Improvement Plan (TIP). Since last year we have had updates to the Harvard Road Mitigation Plan, potential interchange work has come forward, and we have more clarity of future development on the north side of the City. Some projects have been changed to reflect a need to more fully develop a plan before setting out a construction budget. You will also notice that projects have been arranged in order by year, beginning with the most immediate. Please note that the first two years are the most important and that the last four are much more fluid and can be rearranged as priorities change. The following projects have been added to the list: 1. Street, Pathway, Pedestrian Safety Improvements 2. Intersection Improvements: Harvard Rd/Wellington 3. Intersection Improvements: Mission Av/Molter Rd 4. Intersection Improvements: Appleway Av/Madson Rd 5. Intersection Improvements: Country Vista/Henry Rd 6. Intersection Improvements: Harvard Rd/Indiana Av 7. Intersection Improvements: Country Vista/Mission Av (Albertson’s) 8. Intersection Improvements: Country Vista/Legacy Ridge 9. Appleway PS&E – Fairway Ln to E City Limits 10. Intersection Improvements: Appleway Av/Signal Rd 11. Intersection Improvements: Mission/Harvest Parkway 12. Intersection Improvements: Appleway Av/Country Vista Blvd 13. Henry Rd Interchange The following projects have been removed from our 6 Year TIP: 14. Appleway Widening – Between Molter Rd & Country Vista Blvd (EVALUATION UNDER PROJECT 9) 15. Appleway Median Construction – Fairway Ln to E City Limits (EVALUATION UNDER PROJECT 9) 16. Appleway Av Reconstruction – Liberty Lake Rd to Fairway Ln (COMPLETE) 17. Street & Pathway Illumination – Mission Av (CHANGED TO PROJECT 1) 18. Transit Parking (MOVED TO SECONDARY LIST, PLACED IN CIP) 19. I-90 Bridge and Surface Street Connections (CHANGED TO PROJECT 13) 20. Harvest Parkway Extension & Connection (MOVED TO SECONDARY LIST, PLACED IN CIP) 21. Indiana Av Construction – Glenbrook Rd to East of Harvard Rd (MOVED TO SECONDARY LIST, PLACED IN CIP) Projects are not prioritized by this list. We are required to file a six year TIP with the Secretary of Transportation (RCW 35.77.010). The list can be rearranged/amended at any time during the year and individual projects are still approved by Council. This resolution does authorize City staff to pursue funds for these projects as opportunities arise. The City maintains a separate Street Maintenance list. The projects on the TIP are primarily capital in nature, while Maintenance projects are generally restricted to reconstruction and overlays of the existing roadway. There is some overlap between the two depending on the location of the project. As always, please let me know if you have any questions. Thank you. RECOMMENDED ACTION 1. Recommend approval of six year TIP as presented and pass resolution regarding Six Year TIP for the years 2016-2021.
