Children's story times will resume in October, although on a different schedule and new programs were added. Andrew Ferraro installed his Eagle Scout Project of a concrete slab, ADA walkway, and ADA compliant picnic table on the library grounds this month. Members of the Friends of the Library will be assisting in decorating the library for children to show off their costumes and play games. Art Exhibit: Karina McMullin (2 pieces) Spokane Reads: Emily St. John Mandel, author of Station Eleven, will be appearing at two free venues to discuss her book on October 29th. Library Technician Delain Miller and Circulation Supervisor Georgette Rogers will be attending the annual conference of the Washington Association of Library Employees (WALE) October 27th – 29th. The Library will display a table of library-owned resources at the Domestic Violence Seminar presented by the LL Police Department on Saturday, Oct 24th. The Library Book Club will read and discuss Astoria by Peter Stark on October 22nd. New Youth Programs begin October 1 - 6: 1,000 Books Before Kindergarten: a home-based program that encourages parents and children to read together. Incentives, guidance, and a Wall of Achievement will be offered. Very Ready Reading: this early literacy program will guide the story times for Babies, Toddlers and Pre-school children, on Tuesday, Wednesday and Friday mornings at 10:30 respectively. Big Library Read for Teens: The Door in the Hedges, available through Overdrive, discussion on October 15th New Adult Programs: Travel Club: meets for the first time on Thursday, October 1 at 6 pm STCU: Organize Your Finances, October 8th, 6 – 7 pm Cheesy Movie Night: Ghostbusters, October 22nd at 6 pm (Not just for adults) ACTION ITEMS City of Liberty Lake Consent Agenda for October 20, 2015 City Council Meeting Report from the Mayor for pending claims and payment of previously‐approved obligations through October 20, 2015 Payee Description Amount See attached voucher report. OF ORIGIN: Police EXHIBIT: DEPT. HEAD APPROVAL: Chief Brian Asmus Clothing and Equipment MOU EXPENDITURE REQUIRED: No BUDGETED: N/A SUMMARY STATEMENT A request has been made by a majority vote of the bargaining unit to enter into an MOU for the remainder of the CBA contract period. (December 31, 2016). This MOU would become effective for the final year of the agreement (2016). The change is in the clothing and equipment section of the agreement. The bargaining unit members would like to change the language back to the language in a previous contract which states: Existing Officers will receive a $900.00 annual uniform allowance, $450.00 of which will be paid on or before February 28 th, and the remaining $450.00 will be paid on or before June 30 each year. The proposed change does not change the financial commitment by the city. The proposed MOU will add efficiency on how the funds are distributed by the city. The MOU does not impact other parts of the CBA. RECOMMENDED ACTION 1. Staff recommends approving the proposed MOU for the remainder of the existing bargaining agreement. September 29, 2015 Clothing and Equipment MOU Brian Asmus, Police Chief Liberty Lake Police Department 23127 E. Mission Ave. Liberty Lake, WA 99019 Dear Chief Asmus, The Union is writing this MOU in order to make changes to the current process outlined in Article 11 of the Collective Bargaining Agreement regarding the reimbursement of monies for Clothing and Equipment. The current practice requires the city to reimburse Officers for purchases made during the calendar year up to $900.00. The Union would like to propose changing back to the old language in the prior Collective Bargaining Agreement which stated; Existing Officers will receive a $900.00 annual uniform allowance, $450.00 of which will be paid on or before February 28, and the remaining $450.00 will be paid on or before June 30 each year.
