SUMMARY STATEMENT
Bids were opened on March 31, 2016 for the Mission Av and Molter Rd Roundabout after a public bid
process. The project will construct a single lane roundabout in the place of a four way stop.
The low bidder for this project is Bacon Concrete, Inc. The Bidder meets all basic and supplemental
criteria. The Add Alternate 1 includes maple trees in the splitter islands. Alternate 2 is for brick veneer
on the center island wall. The engineer’s estimate for the Base Bid was $750,492.00.
The total for Base Bid is $717,921.75.
The total for Base Bid and Alternate 1 is $726,421.75.
The total for Base Bid and Alternates 1 & 2 is $785,421.75.
At this moment Base Bid and both Alternates are within our budget.
It should be noted that that one bidder had a material discrepancy on their bid and is not eligible for
award.
RECOMMENDED ACTION
Staff recommends:
1. Reject the lowest bid from LaRiviere,
2. Award the Base Bid, and Add Alternates 1 & 2 to Bacon Concrete, Inc.
3. Approve an Owner's construction contingency of 5% ($39,000) that will be managed by staff
to effectively complete the project.

That in consideration of the terms and conditions contained herein and made a part of this
agreement; the parties hereto covenant and agree as follows:
I. The Contractor shall do all work and furnish all tools, materials and equipment for:
Mission Ave and Molter Rd Roundabout
in accordance with and as described in the Drawings for Construction of the Mission Ave and
Molter Rd Roundabout (Contract Plans), Contract Provisions for Construction of: Mission Ave and
Molter Rd Roundabout (table of contents attached) and 2016 Standard Specifications for Road, Bridge
and Municipal Construction of the Washington State Department of Transportation which are by this
reference incorporated herein and made part hereof and, shall perform any changes in the work in accord
with the Contract Documents.
The Contractor shall provide and bear the expense of all equipment, work and labor, of any sort
whatsoever that may be required for the transfer of materials and for constructing and completing the
work provided for in these Contract Documents except those items mentioned therein to be furnished by
the CITY OF LIBERTY LAKE.
II. The CITY OF LIBERTY LAKE hereby promises and agrees with the Contractor to employ, and
does employ the Contractor to provide the materials and to do and cause to be done the above described
work and to complete and finish the same in accord with the attached plans and specifications and the
terms and conditions herein contained and hereby contracts to pay for the same according to the
attached specifications and the schedule of unit or itemized prices at the time and in the manner and
upon the conditions provided for in this contract.
III. The Contractor for himself/herself, and for his/her heirs, executors, administrators, successors,
assigns, does hereby agree to the full performance of all the covenants required of the Contractor in the
contract.
IV. It is further provided that no liability shall attach to the CITY OF LIBERTY LAKE by reason of
entering into this contract, except as provided herein.

Thank you for consideration of a partnership with The Splash!
Based upon the conversation and ideas presented with Mayor Peterson we propose to provide the City
of Liberty Lake the following in each of the monthly editions of the Splash throughout 2016:
• A full page within the Splash which will be entitled the “City of Liberty Lake Lookout”
• The Lookout page will be on a designated page number towards the beginning of the paper.
• Articles within the Lookout page will be facilitated by the Splash and Current but will be based
upon ideas and content provided by the City of Liberty Lake and can include topics like

WHEREAS, a certain fence that belongs to the City of Liberty Lake (“City”) is in poor
condition and no longer needed by the City; and
WHEREAS, to remove the fence would mean extra time and cost for City Staff, and
providing a place for storage; and
WHEREAS, having a person or company remove and take the fence in lieu of any
financial consideration is of the best interest to the City; and
WHEREAS, the City believes that it is in the best public interest to authorize the Mayor
or designee to negotiate removal of the asset without any financial payment from the City and to
have the entire fence removed from the property located at 22710 E Country Vista Drive as
described in Exhibit A.
NOW, THEREFORE, be it resolved by the City Council of the City of Liberty Lake,
Washington, as follows:
The fence belonging to the City of Liberty Lake as shown in Exhibit A is declared to be
surplus to the foreseeable needs of the City and it is deemed to be for the common benefit of the
residents of the City to dispose of said asset. The City is authorized to advertise fence removal
and accept bids from the general public to achieve the best price to dispose of the asset without
additional cost or resources from the City.

WHEREAS, clean water in our region is a limited and precious resource used by the City
of Liberty Lake (“City”) for the care, beautification and growth of our community; and
WHEREAS, the City strongly encourages the responsible use of this resource and
encourages others to do the same; and
WHEREAS, the City seeks to facilitate responsible use and adherence to the City’s
Comprehensive Plan goals of environmental stewardship and technological innovation; and
WHEREAS, the Liberty Lake Sewer and Water District (“District”) is a continuing
partner and driving force for the responsible use of clean ground water in our community; and
WHEREAS, the City recognizes and affirms the great efforts of the District to keep our
water bodies clean and adhere to all State, Federal and Local laws pertaining to the procurement,
use and disposal of our domestic water.
NOW, THEREFORE, be it resolved by the City Council of the City of Liberty Lake,

The City encourages the District’s efforts to install facilities, pipelines, and
appurtenances to transmit and distribute reclaimed water within our public Rights of Way in an
effort to provide alternative methods of properly, legally and responsibly discharging high
quality effluent. The City also recognizes that the Trailhead Golf Course may be an excellent
candidate for the use of reclaimed water and will give the District full cooperation for the
exploration and evaluation of the golf course as a potential site for reclaimed water use. The

this summer. Components of the Aquatic Center are eligible to receive grant funding through RCO. To initiate the

maximum amount of RCO funding is $500,000. The City match would be from the Voted Bond. If the bond does

Chapter 79A.15 and 79A.25 RCW, WAC 286, and other applicable authorities.
WHEREAS, our organization has approved a comprehensive parks and recreation or habitat conservation plan
that includes this project; and
WHEREAS, under provisions of the WWRP program, state grant assistance is requested to aid in financing the
cost of facility development; and
WHEREAS, our organization considers it in the best public interest to complete the project described in the
application(s).
NOW, THEREFORE, BE IS RESOLVED that:
1. The Mayor, Steve Peterson is authorized to make formal application to the Recreation and Conservation
Funding Board for grant assistance.
2. Our organization has reviewed the sample project agreement on the Recreation and Conservation Office’s
web site at: http://www.rco.wa.gov/documents/manuals&forms/SampleProjAgreement.pdf and authorizes
Mayor Steve Peterson to enter into such a project agreement, if funding is awarded. We understand and
acknowledge that the project agreement will contain the indemnification (applicable to any sponsor) and
waiver of sovereign immunity (applicable to Tribes) and other terms and conditions that are contained in
the sample project agreement. The sample project agreement may be revised periodically by the
Recreation and Conservation Office. Our organization recognizes that such changes might occur prior to
our authorized representative signing the actual project agreement, and we accept the responsibility and
the presumption that our authorized representative shall have conferred with us as to any such changes
before he/she executes the project agreement on behalf of our organization and so executes with our
authorization.
3. Any grant assistance received will be used for only direct eligible and allowable costs that are reasonable
and necessary to implement the project(s) referenced above.
4. Our organization expects our matching share of project funding will be derived from General Obligation
Bond Proceeds and that pursuant to WAC 286-13-040 we must certify the availability of match at least
one month before funding approval. In addition, our organization understands it is responsible for
supporting all non-cash commitments to this project should they not materialize.
5. We acknowledge that if the Recreation and Conservation Funding Board approves grant assistance for the
project(s), the Recreation and Conservation Office will pay us on only a reimbursement basis. We
understand reimbursement basis means that we will only request payment from the Recreation and
Conservation Office after we incur eligible and allowable costs and pay them. The Recreation and
Conservation Office may also determine an amount of retainage and hold that amount until the project is
complete.
6. We acknowledge that any property acquired with grant assistance must be dedicated for the purposes of
the grant in perpetuity unless otherwise agreed to by our organization and the Recreation and
Conservation Funding Board. We agree to dedicate the property in a signed “Deed of Right” for fee
acquisitions, or an “Assignment of Rights” for other than fee acquisitions (which documents will be based
upon RCO’s standard versions of those documents), to be recorded on the title of the property with the
county auditor.
7. We acknowledge that any property acquired in fee title must be immediately made available to the public
unless the Recreation and Conservation Office director or the Recreation and Conservation Funding Board
agrees to other restrictions.
8. We acknowledge that any property owned by our organization that is developed, renovated or restored
with grant assistance must be dedicated for the purpose of the grant in perpetuity after the project is
complete unless otherwise provided and agreed to by our organization and the Recreation and
Conservation Funding Board in the project agreement or an amendment thereto.
9. We acknowledge that any property not owned by our organization that is developed, renovated or
restored with grant assistance must be dedicated for the purpose of the grant for at least twenty-five (25)
years after the project is complete unless otherwise provided and agreed to by our organization and the
Recreation and Conservation Funding Board in the project agreement or an amendment thereto.
10. We certify that the project(s) does not conflict with the Puget Sound Action Agenda developed by the
Puget Sound Partnership under RCW 90.71.310. When completed, the project will not result in water
quality degradation in Puget Sound, nor loss of ecosystem process, structure, or functions. The project will
meet or exceed all permitting requirements.
11. Our organization certifies it is a registered nonprofit corporation with the Washington Secretary of State
and has been active in managing similar types of projects for a minimum of three (3) years. Should our
organization dissolve or disband during the period of this project, we agree to name a successor
organization pursuant to Recreation and Conservation Funding Board policy.
12. This application authorization becomes part of a formal application to the Recreation and Conservation
Funding Board for grant assistance.
13. We provided appropriate opportunity for public comment on this application.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LIBERTY
LAKE, SPOKANE COUNTY, WASHINGTON; DESCRIBING
CONSTRUCTION OF A COMMUNITY CENTER AND ADJACENT
AQUATIC CENTER AND RELATED CITY FACILITIES; DECLARING
THE ESTIMATED COST OF SUCH IMPROVEMENTS; PROVIDING FOR
THE ISSUANCE OF $12,000,000 PRINCIPAL AMOUNT OF GENERAL
OBLIGATION BONDS PAYABLE FROM AD VALOREM TAXES LEVIED

THE CITY COUNCIL OF THE CITY OF LIBERTY LAKE, SPOKANE COUNTY,
WASHINGTON, DO ORDAIN as follows:
WHEREAS, the City of Liberty Lake, Spokane County, Washington (the “City”), is a
code city duly organized and existing under and by virtue of the Constitution and the laws of the
state of Washington (the “State”) now in effect;
WHEREAS, the City Council of the City (the “Council”) has determined that the
development of a community building and aquatic center adjacent to Town Square Park within
the City is required to better serve the needs of the citizens of the City;
WHEREAS, in order to provide funds to plan, acquire, design, construct, equip and
install such capital improvements, the Council hereby deems it necessary and advisable that the
City issue and sell its unlimited tax general obligation bonds in the principal amount of
$12,000,000 (the “Bonds”) to pay the costs of the Project (as defined in Section 2 below), all
pursuant to the provisions of chapters 35.22 and 39.46 RCW;
WHEREAS, RCW 29A.04.330 requires that a special election be called for the
submission of a proposition to the qualified electors within the City for their approval or
rejection prior to incurring such bonded indebtedness; and
WHEREAS, the City will notify the Spokane County Auditor, as ex officio Supervisor of
Elections for the City, in compliance with chapters 29A.04 and 29A.40 RCW, of its intention to
hold a special election on Tuesday, August 2, 2016, to submit the proposition of the issuance of
the Bonds to the qualified electors of the City for their approval or rejection;

NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND ORDERED, as
follows:
Section 1: The Council hereby determines that the best interest of the residents of the
City requires the planning, acquisition, design, construction and installation of certain capital
improvements and betterments to its facilities, together with all necessary appurtenances, fixtures
and furnishings therefor.
Section 2: The proposed capital improvements (the “Project”) to be paid for with the
Bond proceeds are as follows:
(a) Construction of two recreation and community buildings adjacent to Town
Square Park;
(b) Construction of a lap pool and splashdown pad;
(c) ancillary costs of engineering, architectural, construction management,
attorneys’ fees, costs of bond issuance, permits, accounting costs, easements and any
other expenses or consultant fees incidental thereto, together with all necessary
appurtenances, fixtures and furnishings thereto.
Such capital improvements and betterments described in Section 2 above, which do not
include the replacement of equipment, are to be more fully described in the plans and
specifications to be prepared by the City’s architects and engineers and to be filed with the City.
Section 3: If, in the opinion of the Council, the needs of the City change in a manner
that results in a circumstance wherein any portion of the above-referenced capital improvements
is not required or in the best interests of the City, the Council retains the right not to acquire,
construct and install such capital improvements and to reallocate the money originally
contemplated therefor to other capital improvements to the City’s recreation facilities deemed
more necessary by the Council, or to deposit such money into the City’s Unlimited Tax General
Obligation Bond Fund (the "Bond Fund") to make debt service payments on the Bonds
outstanding or to call and redeem a portion of the Bonds prior to maturity; provided, any change
in use of Bond proceeds shall be in the form and manner required by law.
Section 4: The total estimated cost of the capital improvements is hereby declared to
be approximately $12,000,000 which shall be paid, if authorized and empowered by the three-
fifths (3/5) majority approving vote of the qualified electors of the City, by the issuance and sale
of the Bonds.
Section 5: In the event the City has other legally available money or there are Bond
proceeds (or interest earnings thereon) remaining after the capital improvements set forth in
Section 2 above have been completed or duly provided for, the Council retains the right to make
additional capital improvements to the recreation facilities of the City as are deemed necessary
and desirable by the Council, or to deposit such money into the City’s Bond Fund to make debt
service payments on the Bonds outstanding or to call and redeem a portion of the Bonds prior to
maturity.

Section 6: In the event the Bond proceeds are insufficient to make all of the capital
improvements set forth in Section 2 above, the City shall use the available money to pay the cost
of such improvements set forth in Section 2 above deemed most necessary and to be in the best
interest of the City by the Council.
Section 7: The Bonds, if approved and issued, shall be sold in such amounts and at
such time or times as deemed necessary and advisable by the Council all as permitted by law.
The Bonds shall bear interest at such rate or rates not to exceed the maximum provided by law at
the time they are sold. The Bonds shall mature in such amounts and at such time or times within
a maximum term of 30 years from their date of issue but may mature at an earlier date or dates,
as authorized by the Council and provided by law. The Bonds shall be unlimited tax general
obligations of the City; and, unless paid from other sources, both principal thereof and interest
thereon shall be payable out of annual property tax levies to be made upon all taxable property
within the City without limitation as to rate or amount. The designation of the Bonds may be
changed to reflect the actual date of issuance. The exact date, form, terms and maturities of the
Bonds shall be hereafter fixed by ordinance of the Council.
Section 8: A special election is hereby requested to be called, conducted and held
within the City on Tuesday, August 2, 2016, for the purpose of submitting to the qualified
electors of the City, for their approval or rejection, the City’s proposal to make the capital
improvements specified in Section 2 above; to incur indebtedness; to issue the Bonds to finance
such capital improvements; and to levy taxes in excess of the regular property tax levies to pay
the principal of and interest on the Bonds.
Section 9: The Spokane County Auditor is hereby authorized and directed to call and
conduct the August 2, 2016, election pursuant to Engrossed Substitute Senate Bill 5124.
Section 10: Pursuant to RCW 29A.36.071, as amended, the Spokane County
Prosecuting Attorney is requested to prepare the concise description of the proposition for the
ballot title substantially in the following form:

The City Council of the City of Liberty Lake, adopted Ordinance No. 228,
authorizing a proposition to fund the construction of a community building and
aquatic center. This proposition would authorize the City to construct a 16,000
square foot community building and aquatic center adjacent to Town Square Park
and other capital improvements; issue $12,000,000 of general obligation bonds
maturing within 30 years; and levy annual excess property tax levies to pay such

Section 11: Such election will be conducted by mail ballot. The procedures and forms
to conduct such election by mail ballot shall be prescribed by the Spokane County Auditor in
accordance with chapter 29A.40 RCW and chapter 434-250 WAC.
Section 12: In the event the Project is approved pursuant to RCW 39.36.020 and
Article VII, Section 2(b) of the State Constitution, there shall be levied and collected annual tax
levies in an amount sufficient in each such year during the life of the Bonds, and until the full
payment of both principal thereof and interest thereon, as will provide levy proceeds sufficient in
amount to fully pay currently maturing installments of principal of and interest on the Bonds as
such becomes due. Such tax levies will be in excess of the regular annual tax levies permitted by
law.
Section 13: The Spokane County Auditor shall prepare the notice of special election
which shall be published at least once, which publication shall take place not more than 15 days
nor less than five days prior to the mail-in registration deadline. Such publication shall be in a
newspaper of general circulation within the City and in accordance with RCW 29A.52.355.
Section 14: The City Clerk of the City is hereby directed to deliver a certified copy of
this Ordinance to the Spokane County Auditor, as ex officio Supervisor of Elections for the City,
no later than May 13, 2016.
Section 15: This Ordinance shall be effective from and after its adoption and five days
after its publication, or a publication in the official newspaper of the City.
ADOPTED AND APPROVED by the City Council of the City of Liberty Lake, Spokane

ORDINANCE NO. 227
AN ORDINANCE OF THE CITY OF LIBERTY LAKE, WASHINGTON REGULATING
THE USE OF GOLF CARTS (OR SIMILAR VEHICLES) ON PUBLIC PROPERTY
WITHIN THE CITY OF LIBERTY LAKE, AND REPEALING ORDINANCE NO. 186 IN
ITS ENTIRETY
WHEREAS, the City Council of the City of Liberty Lake desires to regulate the use of
Golf Carts to enhance the health safety, and welfare of its citizens; and
WHEREAS, through RCW 46.08.020 the Washington State Legislature has authorized
the City of Liberty Lake to enact traffic regulations within the City of Liberty Lake; and
WHEREAS, through SSB 6207, the Washington State Legislature has authorized the
City of Liberty Lake to create Golf Cart zones by ordinance or resolution for the purpose of
permitting incidental use of Golf Carts on public roads; and
WHEREAS, the City Council of the City of Liberty Lake finds that providing minimum
use and operational requirements for Golf Carts, to include but not limited to, age limits, lighting
and other safety equipment will likely protect the persons and property from injury and
annoyance and promote the safe use of such vehicles and property under the jurisdiction of the
City of Liberty Lake; and
WHEREAS, the City of Liberty Lake previously enacted Ordinance No. 186 concerning
the Operation of Golf Carts; and
WHEREAS, Golf Carts, unlike more traditional motor vehicles, have identification
numbering which is easily removed, such that establishing a Golf Cart registration permitting
program would promote return of such property to rightful owners in the event of loss or theft
and subsequent recovery.
NOW, THEREFORE, the City Council of the City of Liberty Lake, do ordain as
follows:
Section 1. Repealer. Ordinance No. 186 is repealed in its entirety and shall have no
further force or effect.
Section 2. The City of Liberty Lake Municipal Code Chapter 4, Title 7, entitled
“Operation of Golf Carts” shall now and hereafter read as follows:
Section 7-4-1 Definitions. The following definitions shall be used in this
Ordinance. Where a word or term is undefined reference shall be to RCW title 46.
A. “Golf Cart” is defined as a gas-powered or electric-powered four-wheeled vehicle
originally designed and manufactured for operation on a golf course for sporting
purposes and has a speed attainable in one mile of not more than twenty miles (20)
per hour. A Golf Cart is not a non-highway vehicle or off-road vehicle as defined in
RCW 46.09.020. A golf cart is not considered a motor vehicle, except for the
purposes of chapter 46.61 RCW.
B. “Street” means the entire right of way width and between the curb and boundary lines
and shoulder or swale of public property when any part thereof is open to the use of
the public for purposes of pedestrian, bicycle, or vehicular travel including parking.
C. “Golf Cart Zone” means any public roadway within the City of Liberty Lake having a
speed limit of twenty-five (25) miles per hour or less.
D. “Golf Cart Registration Permit” means a privilege granted, upon compliance with the
terms of this chapter, to legally operate a Golf Cart upon a public street or roadway
within the corporate boundaries of the City of Liberty Lake during the two (2) year
period that the permit is valid.
E. “Golf Cart Registration Permit Fee” means an administrative charge imposed as
specified in this chapter for the granting of a Golf Cart Registration Permit and the
issuance of a Golf Cart Registration Permit decal.
F. “Owner” means the person holding title to the Golf Cart and the person required to
register the Golf Cart with the City of Liberty Lake.
Section 7-4-2 Requirements and Restrictions. The following use, operational
requirements and restrictions are adopted by the City of Liberty Lake for Golf Carts:
A. Every person operating a Golf Cart as authorized under this section is granted all
rights and is subject to all duties applicable to the driver of a vehicle under RCW
46.61.
B. A Golf Cart may be operated on a Street, including a public right of way, by a person
as follows:
(1) Every person operating a Golf Cart as authorized under this section must be at
least sixteen (16) years of age and have a valid driver’s license.
(2) A person who has a revoked or suspended driver’s license under RCW 46.20.285
may not operate a Golf Cart as authorized under this section.
(3) Any person operating a Golf Cart, as authorized under this section, shall not
transport more passengers than the manufacturer’s designed seating capacity. All
occupants shall be seated during operation and the use of seat belts shall be
mandatory while the Golf Cart is being operated.
(4) No Golf Cart may be operated at a speed greater than reasonable and prudent for
the existing conditions, and in no instance at a speed greater than twenty (20)
miles per hour.
(5) Golf Carts must be operated to the extreme right of the roadway and must yield to
all vehicular, bicycle, and pedestrian traffic.
(6) The authorized driver of a Golf Cart operating the cart on a Street can cross an
excluded Street but otherwise may not operate a Golf Cart on any excluded Street.
(7) Golf Carts are prohibited from pulling trailers, boats, jet skis, other objects or
people on Streets.
(8) Drivers shall maintain and have proof of insurance coverage for the Golf Cart at
the time of permit issuance.
(9) Golf Carts must be operated in accordance with all applicable state and local laws
and ordinances, including all laws, regulations and ordinances pertaining to the
possession and use of drugs and alcoholic beverages.
C. Golf Carts shall not be operated on a Street during one half hour after sunset to one
half hour before sunrise unless in compliance with RCW 46.37 regarding vehicle
lighting and other equipment, including equipping the Golf Cart with a lamp on the
front which shall emit a white light visible from a distance of at least five hundred
(500) feet to the front and with a red reflector on the rear of a type approved by the
Washington State Patrol which shall be visible from all distances up to six hundred
(600) feet to the rear when directly in front of lawful low beams of head lamps on a
motor vehicle. A lamp emitting a red light visible from a distance of five hundred
(500) feet to the rear may be used in addition to the red reflector. A light emitting
diode flashing taillight visible from a distance of five hundred feet (500) to the rear
may also be used in addition to the red reflector.
D. Golf Carts shall not be operated in a negligent manner. For the purpose of this
subsection, “to operate in a negligent manner” is defined as the operation of a Golf
Cart in such a manner as to endanger any person or property, or to obstruct, hinder, or
impede the lawful course of travel of any motor vehicle or the lawful use by any
pedestrian of public streets, sidewalks, paths, trails, walkways, or parks.
E. Golf Carts must be equipped with reflectors, seat belts, and rearview mirrors when
operated upon Streets and highways as authorized under this section.
F. Golf Carts are exempt from motor vehicle licensing requirements, and child restraint
system use.
Section 7-4-3 Registration Process and Fee Prior to Usage. The following
registration process and fee(s) are adopted by the City of Liberty Lake for Golf Carts.
All Golf Cart owners must complete a Golf Cart registration application and submit
the application to the City of Liberty Lake Police Department for approval before driving
on a Street. The owner of the Golf Cart must also have a valid issued registration. The
cost of the initial registration is zero. The inspection and registration will be issued for the
entire time that the person owns the Golf Cart. The registration sticker must be displayed
on the driver’s side front quarter panel, and the left rear of the cart to be easily visible by
the public and law enforcement personnel.
A. Each Golf Cart owner must have proof of ownership, insurance coverage, and a
completed Waiver of Liability, releasing the City of Liberty Lake from liability that
may arise as a result of operation of a Golf Cart inside the City of Liberty Lake.
B. All Golf Carts must meet the requirements or minimum standards of safety equipment
as set forth in this Ordinance.
C. All Golf Cart operators must present a valid driver’s license while operating a Golf
Cart in the Street.
D. The Golf Cart owner/operator will be required to sign an acknowledgment that they
were provided an informational sheet that lists the rules and regulations for operating
a Golf Cart within the City of Liberty Lake.
E. The registration sticker shall be valid for as long as the Golf Cart is owned by the
applicant and operated in the City of Liberty Lake. The registration sticker must be
visible on a Golf Cart at all times while operated on or in the Street.
F. Lost or stolen registration stickers are the responsibility of the owner and must be
replaced before the Golf Cart is operated in the Street.
G. The registration permit may be revoked if the owner or driver of a Golf Cart fails to
abide by the rules and regulations of this Ordinance; the owner or driver of a Golf
Cart fails to abide by the traffic laws; the owner fails to maintain proof of insurance
coverage during the entire permit registration period.
H. The registration permit is not transferable. Upon transfer of ownership of the Golf
Cart to a person who intends to operate it over authorized Streets and parking areas,
the new owner must register the Golf Cart with the City of Liberty Lake.
Section 7-4-4 Penalty for Noncompliance. Upon a determination that a
violation of this Ordinance has occurred, law enforcement officers may pursuant to RCW
Chapter 7.80 issue a Class 1 civil infraction with a fine not to exceed two hundred fifty dollars
($250.00) to any included person found in violation of this Ordinance. If an underage operator is
found to be using or operating a Golf Cart in violation of this Ordinance, such matter and
infraction will be referred to Spokane County Juvenile Court.
Authorized City of Liberty Lake vehicles are exempt from this Ordinance.
Section 6. Severability. If any section, sentence, clause or phrase of this Ordinance shall be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this Ordinance.
Section 7. Effective Date. This Ordinance shall be in full force and effect five (5) days after
publication of this Ordinance or a summary thereof in the official newspaper of the City of
Liberty Lake as provided by law.
