..e City o CITY COUNCIL MEETING TUESDAY, DECEMBER 21, 2021 HELD REMOTELY 6:30 P.M. EXECUTIVE SESSION Per ROW 42.30.1 10(1)(g) Mayor Kaminskas and Council held an executive session. REGULAR CITY COUNCIL MEETING SESSION Prior to invocation, Mayor Kaminskas reviewed the logistics for this evening’s meeting which, per Governor Inslee’s Order 20-28.15, was being held remotely. Invocation then took place. INVOCATION: Given by Councilmember Dunne. PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council, and City Staff. CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:04 p.m. ROLL CALL: City officials who physically attended the meeting: Mayor Kaminskas, Mayor Pro Tern Kennedy and Todd Henderson, IT Technician. City officials who remotely attended the meeting via Zoom: Councilmembers Folyer, Dunne, Severs, Langford and Kurtz, Katy Allen, City Administrator, Jennifer Camp, Acting City Administrator, Kyle Dixon, Finance Director, Lisa Key, Director of Planning & Engineering, David Williams, City Engineer, Director, Damon Simmons, Police Chief, Sean Boutz, City Attorney and Kelsey Wright, City Clerk. Mayor Pro Tern Kennedy moved to temporarily excuse Councilmember Langford and Kurtz. Motion was seconded by Councilmember Severs, which carried unanimously. Councilmember Langford joined at 7:11 p.m. and Councilmember Kurtz joined at 7:16 p.m. AGENDA APPROVAL: Mayor Pro Tem Kennedy moved to approve the agenda as written. The motion was seconded my Councilmember Severs. Following brief discussion, the mayor called for the vote which carried unanimously. CITIZEN COMMENTS: Tom Sahlberg, a city resident: Gave thanks to the City streets crew and thanked staff for being helpful and open. He also thanked Katy Allen for her work during her tenure with the City and wished her well in her retirement. ANNOUNCEMENTS: Mayor Kaminskas and Directors acknowledged the following employees for their service awards: 20 Year Award to Wayne Hammond, 10 Year Award to Jen Camp, Sergeant Mike Bogenreif and Chris Johnston, 5 Year Award to Randy Edwards, Tait Hunter and Joanne Percy. Damon Simmons, Police Chief, then gave a presentation on the police department awards. He recognized Officer Isaac as Officer of the Year, Detective Bowman and Officer Arnold as recipients of the 2021 Sergeant’s Award, and Officer Bujosa as recipient of the 2021 Volunteer Service Award. City Council Meeting Minutes December 21, 2021 Page 1 of 4 Mayor Kaminskas presented service awards to Councilmembers Langford and Severs. She also presented a service award to Katy Allen. PROCLAMATIONS: Mayor Pro Tern Kennedy moved to approve the proclamation, seconded by Councilmember Folyer. The motion passed unanimously. Mayor Kaminskas then read the full proclamation into the record, dedicating December 21, 2021 as Holland Pratt Day in the City of Liberty Lake. REPORTS & INQUIRIES: City Council: Mayor Pro Tern Kennedy reported on his involvement with the Spokane Valley Chamber and STA meetings. He encouraged newly elected councilmembers to get involved with both groups. Mayor: Mayor Kaminskas reported on a meeting with the state representatives from the 4th and 5th districts. She also encouraged Council to participate in AWC events. The mayor provided an update on the City Administrator recruitment. City Administrator: Jen Camp, acting City Administrator, set the table for staff to provide updates. Kelsey Wright, City Clerk provided an update on recruitment for the open Council seat and commissions. Lisa Key, Director of Planning & Engineering provided an update on the MW Tech Campus Comp Plan Amendment and requested council’s feedback for scheduling the hearing for a January 25th special meeting. Councilmember Dunne moved to schedule a special meeting for the Meadowwood Tech Campus, seconded by Mayor Pro Tern Kennedy. After brief discussion, the mayor called for the vote. The motion carried unanimously. Jen Camp, acting City Administrator provided an update on the status of the HVAC work at City Hall and a report on the snow response. She then provided an updated provided an update on upcoming events and reminders. Additionally, she noted the promotion of Derek Kosanke to streets crew lead. WORKSHOP DISCUSSIONS: No items at this time. GENERAL BUSINESS Consent Agenda Councilmember Severs moved to approve the consent agenda items: 1 OAi, was to approve the December 7, 2021 City Council meeting minutes; lOAii, was to approve the December 21, 2021 vouchers and November payroll and benefits in the amount of $549,322.24. Councilmember Langford seconded the motion, which carried unanimously. Action Items Councilmember Severs moved to accept the donation from STCU to the Library in the amount of $1000 and authorize the mayor to sign the donation form. Seconded by Councilmember Langford. The motion carried unanimously. Councilmember Severs moved to accept the donation from Girl Scout Troup #3633 to put a little library at the ballfields and authorize the mayor to sign the donation form. Seconded by Councilmember Langford. The motion carried unanimously. Councilmember Severs moved to accept the donation from Rudeen Development to the Police Department Capital Fund in the amount of $50,000 and authorize the mayor to sign the donation form. Seconded by Councilmember Langford. After brief discussion, the mayor called for the vote, which carried unanimously. COUNCIL COMMENTS: No comments at this time. RESOLUTIONS Resolution No. 21-293: The City Clerk read, by title only, Resolution No. 21-293, “A Resolution of the City of Liberty Lake, Washington, Approving the Final Plat of River District Town Center Addition, Located in the Southeast Quarter of the Northeast Quarter, and the Northeast Quarter of the Southeast Quarter of Section 9, Township 25N, Range 45 E.W.M., Liberty Lake, Washington.” Mayor Kaminskas invited questions and comment. No comments were heard at this time. Mayor Kaminskas invited public comment. No public comment was heard at this time. Councilmember Severs moved to approve Resolution No. 21-293. The motion was seconded by Councilmember Langford. The motion carried unanimously. Resolution No. 21-294: The City Clerk read, by title only, Resolution No. 21-294, “A Resolution of the City of Liberty Lake, Washington, Regarding Finalization of the Rocky Hill North 6t Addition Plat, Located in a Portion of the Northwest Quarter and the Northeast Quarter of the Southeast Quarter of Section 11, Township 25N, Range 45 E.W.M., Liberty Lake, Washington, File P-i 1-0001 F.” Mayor Kaminskas invited public comment. No comments were heard at this time. Councilmember Severs moved to approve Resolution No. 21-294. The motion was seconded by Councilmember Langford. Mayor Kaminskas invited questions and comments. ORDINANCES Ordinance No. 269G: The City Clerk read, by title only, Ordinance No. 269G, “An Ordinance Amending Ordinance No. 269 Passed by the City Council on December 15, 2020, Entitled “An Ordinance of the City of Liberty Lake, Washington, Adopting a Budget for the Period January 1, 2021, Through December 31, 2021, Appropriating Funds and Establishing Salary Schedules for Established Positions.” Councilmember Severs moved to suspend the Council Rules of Procedure to allow for a 2rd read ordinance, seconded by Councilmember Langford. The motion carried unanimously. The City Clerk read, by title only, Ordinance No. 269G, “An Ordinance Amending Ordinance No. 269 Passed by the City Council on December 15, 2020, Entitled “An Ordinance of the City of Liberty Lake, Washington, Adopting a Budget for the Period January 1, 2021, Through December 31, 2021, Appropriating Funds and Establishing Salary Schedules for Established Positions.” Councilmember Severs moved to approve Ordinance No. 269G, seconded by Councilmember Langford. After brief council discussion, the Mayor invited public comment. No public comment was heard at this time. Mayor Kaminskas then called for the vote. The motion carried unanimously. 2rd Read Ordinance No. 283: The City Clerk read, by title only, Ordinance No. 283, “An - Ordinance of the City of Liberty Lake, Washington, Adopting the 2022-2027 Capital Facilities Plan.” Councilmember Severs moved to approve Ordinance No. 283. Mayor Kaminskas invited public comment. No comments were heard at this time. The motion was seconded by Councilmember Langford, which carried unanimously. 2nd Read Ordinance No. 284: The City Clerk read, by title only, Ordinance No. 284, “An - Ordinance of the City of Liberty Lake, Washington, Adopting a Budget for the Period January 1, 2022 Through December 31, 2022, Appropriating Funds and Establishing Salary Schedules for Established Positions.” Councilmember Severs moved to approve Ordinance No. 284. The motion was seconded by Councilmember Dunne. Mayor Kaminskas invited questions and comments. No comments were heard at this time. The Mayor called for the vote which carried unanimously. PUBLIC COMMENTS: Chris Cargill, a city resident: Thanked Councilmembers Severs and Langford for their service. He also wished everyone a Merry Christmas and Happy Holidays. EXECUTIVE SESSION: No executive session at this time. ADJOURNMENT: With there being no further business, the meeting adjourned at 8:32 p.m. These minutes were approved January 4th, 2022.
