CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:01 p.m. ROLL CALL: City officials who rhysically attended the meeting: Mayor Kaminskas, Mayor Pro Tem Folyer, Councilmembers Sahlberg, Dunne, Spencer, Van Orman, and Kurtz, Mark McAvoy, City Administrator, Kelsey Hardy, City Clerk, Darin Morgan, Police Lieutenant, David Goehner, Communications Specialist, Kyle Dixon, Finance Director, Sean Boutz, City Attorney, Damon Simmons, Police Chief, and Todd Henderson, IT Technician. City officials who remotely attended the meeting via Zoom: Jen Camp, Operations & Maintenance Director, David Williams, City Engineer, Lisa Key, Planning & Engineering Director, Amy Mullerleile, Senior Planner, and Jandy Humble, Library Director. Councilmember Dunne moved to excuse Councilmember Cargill. Councilmember Van Orman seconded, which carried unanimously. AGENDA APPROVAL: Mayor Pro Tern Folyer moved to amend the agenda to add item liD, regarding a donation from Rudeen Development to the Police Department. Councilmember Spencer seconded, which carried unanimously. Mayor Pro Tem Folyer moved to approve the agenda as amended. Councilmember Dunne seconded, which carried unanimously. ANNOUNCEMENTS I PROCLAMATIONS I SPECIAL PRESENTATIONS: Proclamation: Recognizing Ethan Moriniti for his Life Saving Action: The City Clerk read the proclamation. Mayor Pro Tem Folyer moved to approve the proclamation. Councilmember Van Orman seconded, which carried unanimously. Mayor Kaminskas then proclaimed the 6” Day of December 2022 a special day in honor of Ethan. REPORTS & INQUIRIES: City Council: Councilmember Sahlberg reported on 2021 audit results, and the Liberty Lake community Christmas cheer program. Mayor: Mayor Kaminskas reported on events with GSI and Valley Chamber, as well as holiday toy drives at the local children’s hospital. City Administrator: Mark McAvoy, City Administrator reviewed upcoming events and reminders, and set the table for staff to provide updates. Lisa Key, Director of Planning & Engineering along with Tanner Peterson provided a Trailhead construction update. Kyle Dixon, Finance Director provided an update on the 2021 audit results and 2023 insurance coverage. Lastly, Mark provided an update on the Snow Angel program. Parks & Arts Commission: Laina Schutz, Commission Chair, provided an update on utility box projects, upcoming basketball court mural at Pavillion Park, and the story walk at Orchard Park. Liberty Lake Sewer & Water District: Kottayam Natarajan, Jr. provided an update on the extension of leaf drop off site and annual reservoir chlorination. WORKSHOP DISCUSSIONS: No items at this time. GENERAL BUSINESS Consent Agenda Mayor Pro Tern Folyer moved to approve the consent agenda, item 1 OA was to approve the November 15th, 2022 city council meeting minutes, item lOB was to approve the December 6, 2022 vouchers in the amount of $193,434.14. Councilmember Sahlberg seconded, which carried unanimously. Action Items: Mayor Pro Tern Folyer moved to authorize a total of $25,727.63 for the purchase of rapid flashing beacon hardware for three pedestrian crossings, to include the purchase price of $23,625, and sales tax in the amount of $2,102.63. Councilmember Van Orrnan seconded, which carried unanimously. Mayor Pro Tern Folyer moved to confirm the Mayor’s appointment of David Hirnebaugh to position 3 of the Parks and Arts Commission. Councilmember Sahlberg seconded, which carried unanimously. Mayor Pro Tern Folyer moved to authorize the Mayor to sign a one-year agreement with Debtbook in an amount not to exceed $7,100 including tax. Councilmember Kurtz seconded. Following brief discussion, the mayor called for the vote which carried unanimously. Mayor Pro Tern Folyer moved to accept the donation from Rudeen Development to the Police Department Capital Fund in the amount of $50,000 and authorize the mayor to sign the donation form. Councilmember Kurtz seconded, which carried unanimously. COUNCIL COMMENTS: Mayor Pro Tern Folyer inquired regarding the VoteCast program. PUBlIC HEARINGS I APPEALS: Public Hearing 2022 Annual Comprehensive Plan and Development Code Amendments: Lisa — Key, Director of Planning and Engineering, presented an overview of the proposed 2022 Comprehensive Plan and Development Code Amendments, along with a procedural overview. Questions asked and answered by Council. Mayor Kaminskas opened the public hearing at 8:16 p.m. and invited public comment. No comments were heard at this time. The mayor closed the hearing at 8:17 p.m. Public Hearing Final Budget Hearing: Mayor Kaminskas opened the final budget hearing at — 8:17 p.m. and invited public comment.
