_____ .bo City o CITY COUNCIL MEETING TUESDAY, SEPTEMBER 5, 2023 HELD IN-PERSON & REMOTELY REGULAR CITY COUNCIL MEETING SESSION INVOCATION: Given by Councilmember Dunne. PLEDGE OF ALLEGIANCE: Mayor Kaminskas, City Council and City Staff. CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:01 pm. ROLL CALL: City officials who physically attended the meeting: Mayor Kaminskas, Mayor Pro Tern Folyer, Councilmembers Spencer, Sahlberg, Dunne, Van Orman, Kurtz and Cargill, Mark McAvoy, City Administrator, Darin Morgan, Police Lieutenant, Kyle Dixon, Finance Director, David Goehner, Communications Specialist, Jacob Nauretz, Interim IT Support, and Kelsey Hardy, City Clerk. City officials who remotely attended the meeting via Zoom: Damon Simmons, Police Chief, Jen Camp, Operations & Maintenance Director, Mikayla Kittilstved, Interim Library Director, Lisa Key, Director of Planning & Engineering, and Amy Mullerleile, Senior Planner. AGENDA APPROVAL: Mayor Pro Tern Folyer moved to move consent agenda items 10 E and F to general business action items. Councilmember Sahlberg seconded, which carried unanimously. Mayor Pro Tern Folyer moved to approve the amended agenda. Councilmember Kurtz seconded, which carried unanimously. Mayor Pro Tern Folyer moved to remove item 9A Flock Safety Workshop. Councilmember Van Orman seconded, which carried unanimously. CITIZEN COMMENTS: No comments at this time. ANNOUNCEMENTS I PROCLAMATIONS I SPECIAL PRESENTATIONS: Proclamation — National Service Dog Month: The City Clerk read the proclamation. Councilmember Dunne moved to support the proclamation. Councilmember Kurtz seconded, which carried unanimously. Mayor Kaminskas then declared September 2023 as National Service Dog Month. Representatives from Canine Companions introduced themselves and spoke about their programs. REPORTS & INQUIRIES: City Council: Councilmember Dunne reported on back-to-school night at the elementary schools, the Symphony event, and the upcoming Rim Ride event. Councilmember Van Orman reported on the Lodging Tax Commission, Lion’s Club Leader Dog Organization, and the October 28th bed race fundraiser. Councilmember Spencer inquired about barriers on Liberty Lake Road and Country Vista Drive. Mayor: Mayor Kaminskas reported on the Regional Homeless Authority, meetings with Greenstone regarding Mission, Rotary Room, Executech support plan, SRTC Administrative Board budget work, interviews for open positions, and a meeting with CEO of AWC. Additionally she reported on upcoming events and meetings including a GSl board meeting, State of the City Council Meeting Minutes September 5, 2023 Page 1 of 3 County event, SRTC board of directors meeting, and the Spokane County Council of Governments. City Administrator: Mark McAvoy, City Administrator, reviewed upcoming events and reminders and provided an update on the strategic plan development. Chief Simmons provided an update on the Flock Camera strategy. Lisa Key, Director of Planning and Engineering provided an update on the Public Works Yard Building. Mark then provided an update on the Trailhead Restaurant. Lisa then provided an update on the East Mission project. Lastly, Mark reported on campaign activities. Questions asked and answered throughout. Community Engagement Commission: Robin Bekkedahl, Commission Chair, provided an update on recent commission activities as well as an annual report. Spokane Valley Fire Department: Chief Soto reported on August and year-to-date statistics on department activities, as well as response to the recent wildfire events. Liberty Lake Sewer & Water District: Kottayarn Natarajan, Jr. reported on the administrative building expansion, backflow testing, sewer service issues for RV business, Liberty Drive guardrail, and political signs on district land. WORKSHOP DISCUSSIONS: No items at this time. GENERAL BUSINESS Consent Agenda Mayor Pro Tern Folyer moved to approve the consent agenda items 1 OA, B, C and D. Councilmember Dunne seconded, which carried unanimously. With this action, the following items were approved: 10.A. August 15, 2023 meeting minutes. lOB. August 22, 2023 special meeting minutes. b.C. September 5, 2023 vouchers, July 15-31 and August 1-15, 2023 payroll and benefits in the amount of $1 011,660.83. 1 0.D. Authorize the Mayor to sign the revised Cooperation Agreement for Community Development Block Grant and Related Funds (HOME, AHTF, HHAA). Action Items: Mayor Pro Tern Folyer moved to confirm the Mayor’s appointment of Charlie Jencks as a voting member of the Planning Commission. Councilmember Sahlberg seconded. Following brief discussion, the Mayor called for the vote. Councilmembers Sahlberg, Dunne, Spencer, Folyer, Van Orman, and Kurtz voted in favor; Councilmember Cargill voted opposed. The motion carried with a final tally of 6-1. Mayor Pro Tern Folyer moved to authorize the award of contract in the amount of $1,086,060 to Judge Netting Mountain West for the replacement of Poles & Netting at the Trailhead Driving Range and authorize a staff managed contingency in the amount of $65,200. Councilrnember Kurtz seconded. Following brief discussion, the Mayor called for the vote which carried unanimously. COUNCIL COMMENTS: No comments at this time. PUBLIC HEARINGS I APPEALS: Public Hearing: Proposed Establishment of a Transportation Benefit District for the Purpose of Implementing a .1% Sales Tax to Fund Street Maintenance and Operations: City Council Meeting Minutes September 5, 2023 Page 2 of 3 Mayor Karninskas opened the hearing at 8:29 p.m. and invited citizen comments. No comments were heard at this time. The Mayor then closed the hearing at 8:32 p.m. RESOLUTIONS: Mayor Pro Tern Folyer moved to approve Resolution No. 23-250. Councilmember Dunne seconded. The City Clerk read by title only, Resolution No. 23-250, “A Resolution of the City of Liberty Lake, Washington Authorizing Spokane County Hearing Examiner to Serve in the Role of Hearing Examiner Pro Tern. Following council discussion, the Mayor invited public comment. No comments were heard at this time. The Mayor then called for the vote which carried unanimously. ORDINANCES: The city clerk read by title only, Ordinance No. 297, “An Ordinance of the City of Liberty Lake, Washington, Establishing the City of Liberty Lake Transportation Benefit District; Establishing Boundaries and Authority of the District; and Improvements and Operations to be Funded by the District.” Council discussion ensued with questions asked and answered. EMERGENCY ORDINANCES: No items at this time. INTRODUCTION OF UPCOMING AGENDA ITEMS: The Mayor reviewed upcoming agenda items. CITIZEN COMMENTS: No comments at this time. EXECUTIVE SESSION: No items at this time.
