CITY COUNCIL SPECIAL MEETING
TUESDAY, AUGUST 22, 2023
HELD IN-PERSON & REMOTELY
CALL TO ORDER: Mayor Karninskas called the meeting to order at 6:02 p.m.
City officials who physically attended the meeting: Mayor Kaminskas, Mayor Pro Tern Folyer,
Councilmembers Spencer, Sahlberg, Dunne and Kurtz, Mark McAvoy, City Administrator, Kyle
Dixon, Finance Director, David Goehner, Communications Specialist, and Jacob Nauretz, IT
Support.
City officials who attended the meeting remotely: Mikayla Kittilstved, Library Director, Jen Camp,
Director of Operations & Maintenance, Lisa Key, Director of Planning & Engineering, and Sean
Boutz, City Attorney.
Councilmember Spencer moved to excuse Councilmembers Van Orman and Cargill. Mayor Pro
Tern Folyer seconded, which carried unanimously.
CITY COUNCIL STRATEGIC PLANNING WORKSHOP
Mark McAvoy, City Administrator, lead discussions on continued development of the City’s next
5-year strategic plan. Council reviewed public input on core values, vision and priorities for the
City.
Core Values: Mark McAvoy reviewed top community survey responses for Council
consideration. Consensus core values were Quality of Life, Integrity, Financial Sustainability,
Community-centered Activities, Community Investment, Civic Pride, Environmental
Sustainability, Partnership, and Business Friendly.
Vision: Council reviewed top core principles to incorporate into the City’s vision statement.
These were Quality of Life, Harmony between Nature and Growth, and Economic Vitality.
Priorities and Results: Mark McAvoy provided top results to Council ranking strategic priorities.
Consensus priorities include:
Public Safety increasing officers as city grows, crime reduction, preserve/increase rank

among peers, increase disaster preparedness, and community involvement.
Planning and Growth Management improve walkability, reduce vehicle and pedestrian
—
incidents, future expansion, improved availability and affordability of housing, reduction
of time processing permits, and improved awareness and education of capacity.
Effective Government appropriate reserves, reduce debt, responsiveness to citizen
—
input, transparency, strategically review revenue sources to match need, leverage
available funds to go after others, and no audit findings.
Amenities and Sense of Place maximize use of library, evaluate capacity of existing
—
amenities, recreation facilities and partnerships, and planning for new amenities.
Capital Facilities Council discussed incorporating this into Planning and Growth
—
Management meeting/exceeding asset management standards, improve road
—
conditions, improve short- and long-term facility maintenance, and appropriate staffing
level (spans multiple priorities).
Economic Development business retention/expansion, high quality service delivery,
—
tourism promotion/increased patronage, and business attraction.

Mark McAvoy then discussed next steps on development of the Strategic Plan.
