CITY COUNCIL MEETING
TUESDAY, SEPTEMBER 19, 2023
HELD IN-PERSON & REMOTELY
6 PM WORKSHOP SESSION
City officials who physically attended the meeting: Mayor Kaminskas, Councilmembers Folyer,
Dunne, Spencer, Van Orman, Sahlberg, and Kurtz, Mark McAvoy, City Administrator, Lisa Key,
Director of Planning and Engineering, Kyle Dixon, Finance Director, David Goehner,
Communication Specialist, Mikayla Kittilstved, Interim Library Director, Jacob Nauretz, IT
support, and Kelsey Hardy, City Clerk.
City officials who remotely attended the meeting via Zoom: Jen Camp, Operations &
Maintenance Director, and Amy Mullerleile, Senior Planner.
2024-2029 Capital Facilities Plan: Lisa Key, Director of Planning and Engineering reviewed the
working draft of updates to the Capital Facilities Plan for the upcoming 6-year period. Council
discussion ensued with questions asked and answered.
During discussion, Councilmember Kurtz moved to add masterplan design for a community pool
to the Capital Facilities Plan. Councilmember Dunne seconded, which carried unanimously.
Following additional discussion, it was general agreed to include this in year 2027.
With there being no further discussion, the workshop session ended at 6:53 p.m.

PLEDGE OF ALLEGIANCE: Led by Mayor Kaminskas, City Council and City Staff.
CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:03 p.m.

AGENDA APPROVAL: Mayor Pro Tem Folyer to approve the agenda as submitted.
Councilmember Dunne seconded, which carried unanimously.
CITIZEN COMMENTS: Jeff Von Staal thanked the City for support of the Spokane Symphony
concert in Liberty Lake.
Bob Schneidmiller thanked the City for their continued support of the Spokane Symphony event
in Liberty Lake.
ANNOUNCEMENTS / PROCLAMATIONS / SPECIAL PRESENTATIONS:
Presentation Spokane Regional Clean Air Agency: Scott Windsor, Executive Director,

presented general information about the agency including their purpose, budget priorities and
an overview of future challenges. Questions asked and answered.

Presentation Flock Safety: Gennyvie Montiel presented an overview of Flock Safety cameras

available for private property and information sharing with the police department. Questions
asked and answered.
Due to a zoom meeting disruption, the Mayor announced a 5-minute break at 7:45 p.m. The
meeting resumed at approximately 8:00 p.m.
Proclamation Fire Prevention Week: The city clerk read the proclamation. Councilmember

Dunne moved to support the proclamation. Mayor Pro Tern Folyer seconded, which carried
unanimously. Mayor Karninskas then proclaimed October 8-14, 2023 as Fire Prevention Week.
REPORTS & INQUIRIES:
City Council: Councilmember Sahlberg reported on the Kramer Overpass.
Mayor: Mayor Kaminskas congratulated Councilmember Sahlberg on earning his Advanced
Leadership Certificate from AWC. She also reported on recent meetings including the GSI
Board of Directors, Council of Governments meeting, and SRTC Board meeting. Lastly she
reported updates from Visit Spokane, City hiring, and the upcoming WinterGlow event.
City Administrator: Mark McAvoy, City Administrator, reviewed upcoming events and reminders,
and allowed council members an opportunity to ask questions on monthly reports from directors.
Mark along with Kyle Dixon, Finance Director reported on procurement process updates and IT
service agreement contract updates. Mark then reported on a draft joint planning ILA with
Spokane Valley and an update on the Strategic Plan update. Questions asked and answered
throughout.
Library Board of Trustees: Mikayla Kittilstved, Interim Library Director, and Teresa Tapao-Hunt,
Library Board Trustee, provided an update on Library activities over the last quarter including
library use statistics, STEM camp event, services provided, review of library staff, recent policy
reviews, and an update on the Friends of the Library. Questions asked and answered.
Planning Commission: Joe Mann, Planning Commissioner, provided an update on
Comprehensive Plan and Development Code amendments currently in review. Questions asked
and answered.
Salary Commission: Kyle Dixon, Finance Director, reported on Salary Commission’s process for
reviewing salaries for the mayor and councilmembers along with their determination on salaries
for the year 2024.
Liberty Lake Sewer & Water District: No report at this time.
WORKSHOP DISCUSSIONS:
Tax Increment Financing (TIF) and Local Infrastructure Tool (LIFT) 3 Year Project Update: Kyle
Dixon, Finance Director, presented an overview of the TIF/LIFT programs, current financial
picture of the program, and reviewed public improvements to be included in the three-year
update. Council discussion ensued with questions asked and answered.
GENERAL BUSINESS
Consent Agenda
Mayor Pro Tern Folyer moved to approve the consent agenda items 1 OA, B, C and D.
Councilmember Sahlberg seconded, which carried unanimously. With this action, the following
items were approved:

1 0.B. September 19, 2023 vouchers and the August 16-31, 2023 payroll and benefits in
the total amount of $1,117,982.71.

lOG. Authorize the Mayor to sign the Interlocal Agreement with Washington Cities
Insurance Authority creating pre-membership conditions and providing access to WCIA
services.
1 0.D. Authorize the Mayor to sign Appendix 168-23 to the Interlocal Agreement
declaring the City’s intent to join the Washington Cities Insurance Authority for risk
management, property and liability coverage beginning December 1, 2023.
Action Items: No items at this time.
COUNCIL COMMENTS: Councilmember Sahlberg commented on playground safety concerns.
PUBLIC HEARINGS I APPEALS:
Public Hearing: 2024 Preliminary Budget — Citizen Input:
Mayor Kaminskas opened the public hearing at 9:06 p.m. and invited citizen comments. No
comments were heard at this time. The mayor then closed the hearing at 9:07 p.m.
RESOLUTIONS: No items at this time.
ORDINANCES:
2 Read Ordinance No. 297: The city clerk read by title only, Ordinance No. 297, “An

Ordinance of the City of Liberty Lake, Washington, Establishing the City of Liberty Lake
Transportation Benefit District; Establishing Boundaries and Authority of the District; and
Improvements and Operations to be Funded by the District.” The Mayor invited public comment.
No comments were heard at this time. Councilmember Sahlberg moved to approve Ordinance
No. 297. Councilmember Cargill seconded, which carried unanimously.
EMERGENCY ORDINANCES: No items at this time.
INTRODUCTION OF UPCOMING AGENDA ITEMS: Mayor Kaminskas reviewed upcoming
agenda items.
Councilmember Dunne moved to move the November 7th City Council meeting to November
Mayor Pro Tem Folyer seconded, which carried unanimously.
CITIZEN COMMENTS: Michael Hamblet spoke regarding Flock Safety cameras.
The city clerk acknowledged written public comment received from Stacey Miller.
EXECUTIVE SESSION: No items at this time.
ADJOURNMENT: With there being no further business, the meeting adjourned at 9:17 pm.
