City , CITY COUNCIL MEETING TUESDAY, OCTOBER 3, 2023 HELD IN-PERSON & REMOTELY REGULAR CITY COUNCIL MEETING SESSION INVOCATION: Given by Councilmember Spencer. PLEDGE OF ALLEGIANCE: Led by Mayor Pro Tern Folyer, City Council and City Staff. CALL TO ORDER: Mayor Pro Tern Folyer called the rneeting to order at 7:02 p.m. ROLL CALL: With Mayor Kaminskas absent, Mayor Pro Tern Folyer led the meeting. City officials who physically attended the meeting: Mayor Pro Tern Folyer, Councilmembers Dunne, Spencer, Van Orman, Cargill and Kurtz, Kyle Dixon, Finance Director, Sean Boutz, City Attorney, and Jacob Nauretz, IT support. City officials who remotely attended the meeting via Zoom: Mark McAvoy, City Administrator, Lisa Key, Director of Planning and Engineering, Jen Camp, Operations & Maintenance Director, Jandy Humble, Library Director, Damon Simmons, Police Chief, David Goehner, Communications Specialist, and Amy Mullerleile, Senior Planner. Councilmember Dunne moved to excuse the absence of Councilmember Sahlberg, Councilmember Spencer seconded and the motion carried. AGENDA APPROVAL: Mayor Pro Tern Folyer moved to amend the agenda, moving item 10.C from consent agenda to action items. Councilmember Cargill seconded. Councilmember Folyer moved to amend the agenda, correcting Item 14.A from Resolution 21- 164G to Resolution 12-164G. Councilmember Kurtz seconded. Mayor Pro Tern Folyer then called for the vote on both amendments, which carried unanimously. Councilmember Folyer moved to approve the agenda as amended. Councilmember Spencer seconded, which carried unanimously. CITIZEN COMMENTS: Resident Linda Ball commented on fire safety and the threat of wildfires in our community and region. Resident Natalie Van Buren from Ridgeline Band Boosters thanked Council and the community for the support received and provided an update on the progress of the Ridgeline Band trailer and the season’s activities. ANNOUNCEMENTS I PROCLAMATIONS I SPECIAL PRESENTATIONS: Spokane County presentation on Ballot Measure 1 Sheriff John Nowell and Commissioner — Mary Kuney from Spokane County were on hand to provide information on the proposed .2% public safety sales and use tax on the ballot for the November general election to fund investments in criminal justice, public safety and behavioral health. After the presentation, questions were asked and answered. Councilmember Cargill moved to bring back a Resolution to support Ballot Measure 1 for the October 17th meeting. Councilmember Kurtz seconded, which carried unanimously. REPORTS & INQUIRIES: City Council Meeting Minutes October 3, 2023 Page 1 of 3 City Council: Councilmember Cargill attended the HUB All-Star breakfast fundraiser last week, commenting on the positive turnout and the impact the HUB has on the community. Councilmember Dunne also attended and provided positive feedback. Councilmember Van Orman presented potential projects for 2024 at Parks and Arts Commission meeting yesterday with more information for Council to come. City Administrator: Mark McAvoy, City Administrator, reviewed upcoming events and reminders, and along with Planning Director Lisa Key provided an update on an abandoned nuisance property. Strategic Plan inputs were also reviewed and discussed. Councilmember Kurtz moved to bring back strategic plan discussion at the next Council meeting. Councilmember Dunne seconded. Following discussion, Mayor Pro Tern Folyer called for the vote. Councilmembers Dunne and Kurtz voted in favor; Councilmembers Folyer, Cargill, Van Orman, and Spencer voted opposed. The motion failed with a final tally of 2-4. Mayor Pro Tern Folyer moved to add Patriotism as a Strategic Plan Core Value. Councilmember Spencer seconded. Following discussion, Mayor Pro Tern Folyer called for the vote. Councilmembers Folyer, Spencer, Cargill and Van Orman voted in favor; Councilmembers Dunne and Kurtz voted opposed. The motion passed with a final tally of 4-2. Spokane Valley Fire Dept: Fire Chief Soto provided a report on September calls for service in Liberty Lake and all of SVFD. Liberty Lake Sewer & Water District: Bill Genoway from LLWSD provided an update on the progress of the new building, construction issues and outdoor water season winding down. WORKSHOP DISCUSSIONS: Proposal from Executech for Managed IT Services: Kyle Dixon, Finance Director, introduced representatives from Executech, the City’s managed IT services provider, to discuss the replacement of in-house IT personnel with Executech’s team of IT service professionals. Questions asked and answered. The agreement for services discussed will be on the agenda for approval at the next meeting. Board and Commission Meeting Transparency: Councilmember Cargill discussed issues with transparency on Board and Commission agendas and inquired about a proposal to adopt a transparency act aimed at providing additional information for the public to review agendas, packets, policy changes and to view recorded meetings. Discussion on next steps including possible inclusion of appointment process for board and commission members ensued. City Administrator Mark McAvoy and Attorney Sean Boutz will review and provide a recommendation to Council at a future meeting. GENERAL BUSINESS Consent Agenda Mayor Pro Tern Folyer moved to approve the consent agenda items 1OA, B, and D. Councilmember Dunne seconded, which carried unanimously. With this action, the following items were approved: 10.A. September 19, 2023 meeting minutes. lOB. October 3, 2023 vouchers in the amount of $85,076.76 lOD. Appoint City Administrator Mark McAvoy as the City of Liberty Lake Representative to the Spokane Regional Opioid Abatement Council Action Items: City Council Meeting Minutes October 3, 2023 Page 2 of 3 hA. (moved from 10.0 in agenda approval) Joint Transportation Planning Interlocal Agreement with Spokane Valley City Administrator Mark McAvoy, Attorney Sean Boutz and Planning Director Lisa Key provided additional information on the proposed ILA with Spokane Valley. Questions asked and answered. Mayor Pro Tem Folyer moved to approve the lnterlocal Agreement regarding Joint Planning between the City of Spokane Valley and the City of Liberty Lake. Councilmember Van Orman seconded, which carried unanimously. COUNCIL COMMENTS: No comments at this time. PUBLIC HEARINGS I APPEALS: Public Hearing: 2024 Preliminary Budget — 2024 Revenue Sources Kyle Dixon, Finance Director, provided estimates for major sources of revenue for the City in 2024. Property tax estimates were also provided for the consideration of a statutory 1 % increase in property tax collection if proposed. Mayor Pro Tern Folyer opened the floor for public comment at 9:38pm. With no comments received the public hearing closed at 9:39pm. RESOLUTIONS: Mayor Pro Tern Folyer moved to approve Resolution 12-164G. Councilmember Dunne seconded. The Finance Director read by title only ‘Resolution No. 12- 164G, A Resolution of the City of Liberty Lake, Washington Approving Certain Public Improvements and Public Improvement Costs; and Providing for Other Matters Properly Related Thereto”. Mayor Pro Tern Folyer invited public comment. With no comments provided, Mayor Pro Tern Folyer then called for the vote which carried unanimously. EMERGENCY ORDINANCES: No items at this time. INTRODUCTION OF UPCOMING AGENDA ITEMS: Mayor Kaminskas will share her 2024 budget message at the October 17th meeting and 2024 preliminary budget binders will be provided to Council shortly thereafter. Legislative agenda topics will be also be discussed and a Resolution in support of Spokane County Ballot Measure 1 will be presented. CITIZEN COMMENTS: No comments at this time.
