CITY COUNCIL MEETING WEDNESDAY, NOVEMBER 8, 2023 HELD IN-PERSON & REMOTELY 6 PM WORKSHOP SESSION City officials who physically attended the meeting: Mayor Kaminskas, Councilmembers Folyer, Dunne, Van Orman, Sahlberg, Cargill, Spencer and Kurtz, Mark McAvoy, City Administrator, Kyle Dixon, Finance Director, David Goehner, Communication Specialist, Jacob Nauretz, IT support, Lisa Key, Director of Planning and Engineering, Darin Morgan, Deputy Chief of Police, and Kelsey Hardy, City Clerk. City officials who remotely attended the meeting via Zoom: Jen Camp, Operations & Maintenance Director, Damon Simmons, Police Chief, Trevor Ragan, Crew Lead, Derek Kosanke, Streets Crew Lead, and Amy Mullerleile, Senior Planner. 2024 Proposed Budget: Kyle Dixon, Finance Director, presented an overview of the budget preparation and review process, a quarter three financial update, and reviewed the budget summary. Questions asked and answered throughout. With there being no further discussion, the workshop session ended at 6:51 pm. REGULAR CITY COUNCIL MEETING SESSION INVOCATION: Given by Mayor Kaminskas PLEDGE OF ALLEGIANCE: Led by girl scout troop 2133, Mayor Kaminskas, City Council and City Staff. CALL TO ORDER: Mayor Kaminskas called the meeting to order at 7:05 p.m. ROLL CALL: City officials who physically attended the meeting: Mayor Kaminskas, Councilmembers Folyer, Dunne, Van Orman, Sahlberg, Cargill, Spencer and Kurtz, Mark McAvoy, City Administrator, Kyle Dixon, Finance Director, David Goehner, Communication Specialist, Jacob Nauretz, IT support, Lisa Key, Director of Planning and Engineering, Sean Boutz, City Attorney, Darin Morgan, Deputy Chief of Police, and Kelsey Hardy, City Clerk. City officials who remotely attended the meeting via Zoom: Jen Camp, Operations & Maintenance Director, Damon Simmons, Police Chief, Trevor Ragan, Crew Lead, Derek Kosanke, Streets Crew Lead, Jandy Humble, Library Director, and Amy Mullerleile, Senior Planner. AGENDA APPROVAL: Mayor Pro Tern Folyer moved to amend the agenda to add an executive session per ROW 42.30.110(1 )(i) for potential litigation. Councilmember Spencer seconded, which carried unanimously. Mayor Pro Tern Folyer moved to approve the amended agenda. Councilmember Sahlberg seconded, which carried unanimously. CITIZEN COMMENTS: Joy Moore spoke regarding the proposed zone change in the River District. Robbin Bekkedahl spoke regarding the proposed zone change in the River District. Renee DiFronzo spoke regarding the proposed zone change in the River District. Bonnie Burns spoke regarding the proposed zone change in the River District. ANNOUNCEMENTS I PROCLAMATIONS I SPECIAL PRESENTATIONS: Proclamation International Day of the Girl: Mayor Kaminskas introduced members of Girl — Scout Troop 2133. Brian Newberry, Girls Scouts CEO, spoke regarding the International Day of the Girl. The City Clerk read the proclamation. Councilmember Dunne moved to approve the proclamation. Councilmember Van Orman seconded, which carried unanimously. Mayor Kaminskas then proclaimed October 11, 2023 as International Day of the Girl in the City of Liberty Lake. Presentation Senator Mike Padden: Senator Padden spoke regarding updated census figures, — appraisals for land considerations for the Army National Guard, and the Kramer Parkway overpass dedication. Additionally, he spoke regarding the potential addition of lane on Interstate 90, and upcoming 60-day legislative session, and bills in progress related to condominiums, and year-round standard time. Lastly, he spoke regarding redistricting. REPORTS & INQUIRIES: City Council: Councilmember Dunne reported on recent topics from STA board meetings. Councilmember Sahlberg reported on the public hearing regarding the proposed zone change and Winter Glow set up. Councilmember Van Orman reported on the bed build and collection of bedding along with bed races for the fire victims in Medical Lake and Elk. Mayor: Mayor Kaminskas reported on the Visit Spokane board meeting, transportation summit, and the City Academy. She reported on GSI’s legislative agenda and the GSI regional advocacy committee meeting. Lastly, she reported on the Chamber board meeting, a grand opening for TT’s, Parks & Arts interviews, PD interviews, and the SRTC audit exit conference. City Administrator: Mark McAvoy, City Administrator, reviewed upcoming events and reminders. Kelsey Hardy, City Clerk, provided a third quarter report on donations received. Jen Camp, Operations & Maintenance Director along with Derek Kosanke, Streets Crew Lead, provided an overview of winter operations. Mark provided a preview of priority based budgeting and an update on the Strategic Plan. Questions asked and answered throughout. Community Engagement Commission: Mark Saba, CEC commissioner, reported on a ZenCity survey on budget priorities, upcoming survey planning, process for exploring proposals for additional tools for community engagement, and Farmer’s Market re-cap. Spokane Valley Fire Department: Fire Chief Soto reported on October 2023 and year to date department statistics. Liberty Lake Sewer & Water District: No report at this time. Mayor Kaminskas excused herself from the meeting due to a family emergency. WORKSHOP DISCUSSIONS: 2024 Proposed Budget: No workshop at this time. GENERAL BUSINESS Consent Agenda Mayor Pro Tern Folyer moved to approve the consent agenda items bA, B, C, D, E, F, G, H, I, and J. Councilmember Sahlberg seconded, which carried unanimously. With this action, the following items were approved: City Council Meeting Minutes November 8, 2023 Page 2 of 4 bA. October 17, 2023 meeting minutes. lOB. November 7, 2023 vouchers and the September 15-30, 2023 payroll and benefits in the total amount of $554,327.24. 10.0. Authorize the Mayor to accept the donation from Spokane Hoopfest Association of four basketball rims and backboards, including installation, valued at $5,000. lCD. Approve the purchase of a security system, installation costs and a 3-year monthly monitoring subscription for the new Trailhead facility in the amount of $1 2,907.05. 1 CE. Approve the purchase of a Tymco Street Sweeper in the amount of $21 8,970.68. 10.F. Authorize the Mayor to sign the mutual consent to extend the original arborist services agreement with Bartlett Tree Experts from January 1, 2024 to December 31, 2024. lOG. Approve the purchase of granular salt and liquid de-ice for the 2023 snow season in an amount not to exceed $58,000. 10.H. Approve the addendum extending the agreement with Evans, Craven & Lackie for city attorney services through December 31, 2024. 10.1. Approve and adopt the City of Liberty Lake 2024-2028 Strategic Plan. 1 0.J. Confirm the Mayor’s appointment of Allison Pegrarn as a student commissioner on the Parks and Arts Commission. Action Items: No items at this time. COUNCIL COMMENTS: No comments at this time. PUBLIC HEARINGS I APPEALS: No items at this time. RESOLUTIONS: Resolution No. 23-253: The city clerk read by title only, Resolution No. 23-253, “A Resolution Providing for the Disposal of Certain Inventory Items Deemed to be Surplus to the Reasonably Foreseeable Needs of the City of Liberty Lake, Washington.” Councilmember Dunne moved to approve Resolution No. 23-253. Councilmember Cargill seconded. Mayor Pro Tern Folyer invited public comment. No comments were heard at this time. Mayor Pro Tern Folyer then called for the vote which carried unanimously. Councilmember Dunne moved to add donation of one police vehicle to SCOPE. Councilrnember Cargill seconded, which carried unanimously. ORDINANCES: Ordinance No. 298: The city clerk read by title only, Ordinance No. 298, “An Ordinance of the City of Liberty Lake, Washington, Levying the Regular Property Taxes for the City of Liberty Lake, Washington in Spokane County for the Year Commencing January 1, 2024 to Provide Revenue for the Provision of City Services as set forth in the City Budget.” Council discussion ensued. EMERGENCY ORDINANCES: No items at this time. INTRODUCTION OF UPCOMING AGENDA ITEMS: Mark McAvoy, City Administrator reviewed upcoming agenda items. CITIZEN COMMENTS: No comments at this time. EXECUTIVE SESSION: City Council adjourned to executive session per ROW 42.30.1 10(1)(i) regarding potential litigation for 15 minutes, to return at 8:50.
