CITY COUNCIL SPECIAL MEETING TUESDAY, NOVEMBER 14, 2023 HELD IN-PERSON & REMOTELY CALL TO ORDER: Mayor Kaminskas called the meeting to order at 6:02 p.m. ROLL CALL: City officials who physically attended the meeting: Mayor Kaminskas, Mayor Pro Tern Folyer, Councilmembers Dunne, Spencer, Van Orman, and Kurtz, Mark McAvoy, City Administrator, Kyle Dixon, Finance Director, Deputy Chief Darin Morgan, Michael Mackle and Jacob Nauretz, IT support. City officials who remotely attended the meeting via Zoom: Councilmembers Cargill and Sahlberg, Lisa Key, Director of Planning and Engineering, Jen Camp, Operations & Maintenance Director, Jandy Humble, Library Director, Damon Simmons, Police Chief. AGENDA APPROVAL: Mayor Pro Tern Folyer moved to approve the agenda as presented. Councilmember Dunne seconded, which carried unanimously. CITIZEN COMMENTS: No comments at this time. PUBLIC HEARINGS I APPEALS: Public Hearing: 2024 — 2029 Capital Facilities Plan Mayor Kaminskas opened the public hearing at 6:04 p.m. and invited public comment. No comments were heard at this time. The hearing was closed at 6:05 pm. Public Hearing: 2024 Proposed Budget — Final Hearing Mayor Kaminskas opened the public hearing at 6:05 p.m. and invited public comment. No comments were heard at this time. The hearing was closed at 6:05pm. WORKSHOP DISCUSSIONS: 2024 Proposed Budget: Council and staff reviewed the proposed 2024 budget. Questions asked and answered. CITIZEN COMMENTS: No comments at this time. ADJOURNMENT: With there being no further business, the meeting adjourned at 8:53 p.m. These minutes were approved November 21, 2023.
