PLANNING COMMISSION MEETING MINUTES WEDNESDAY, April 11th, 2018 Planning Commission Members Present: Phil Folyer, Jesse Fox, Gary W. Green, Stan Jochim, Charles Matthews, Richard Siler, and Jared Von Tobel Adjunct Member(s) Present: Tom Sahlberg Absent: Jamie Baird Staff Present: Lisa Key, Tait Hunter, and Katy Allen Meeting Proceedings Call to Order: Meeting was called to order at 4:00 p.m. Commissioner Jochim led the meeting. Roll Call: Roll call was taken at 4:01 p.m. Review of Agenda: The agenda was briefly reviewed before moving forward. Citizens Comments: There were no initial citizen comments. Unfinished / New Business: Commissioner Jochim briefly went over a wording change for the planning commission bylaws. This recommended change was purely for review right now, and would not require action until the next meeting. Planning Commissioner Reports: There were no planning commissioner reports. Action Items/ Discussions Presentations: Introductions: Lisa Key, Interim Planning Manager introduced herself and shared a little of her background. The Plan Commissioners each introduced themselves and shared their backgrounds and interests. 2018 Comprehensive Plan & Development Code Amendment Requests: Lisa gave a summary of three private code amendment requests that were received as part of the annual Comprehensive Plan and Code Amendment application process. She gave a tentative timeline. Planning Commission Meeting Minutes Page 1|2 April 11, 2018 The members of the commission discussed at length the pros and cons of the amendments, and determined having a workshop specifically dedicated to the code amendment requests would be the best course of action. Comprehensive Plan Work Program Development Process: Lisa suggested that the Planning Commission consider development of a work program. It was suggested that such a work program should be coordinated with City Council, with consideration given to alignment with the Council’s Strategic Plan which is currently in development. Lisa then facilitated a brainstorming session with the Planning Commission on preliminary work program items for consideration. The Planning Commission identified procedural changes, retail project improvements, and landscape design improvements among potential projects for inclusion on a work program, . It was noted that the commission could look to other jurisdictions for ideas, while remembering to not lower standards for the City, but improve upon them. Other ideas discussed included: • regional collaboration/ regional planning, particularly in the areas of transportation, economic development and tourism/branding; • Master plan/design for Town Center; • Mixed use zone regulations? • Economic development planning, with an emphasis on economic sustainability/revenue generating businesses, market analysis, etc. • Demographic analysis Artwork and creating an “iconic brand” for the City was also discussed, and at that point it was noted that the Commission could communicate with the Parks and Arts Commission as well as other present and future commissions regarding these projects. Budgeting was discussed as well as what the City could do to bring in more revenue producing businesses. Citizens Comments: There were no final citizen comments made.
