PLANNING COMMISSION MEETING MINUTES WEDNESDAY, NOVEMBER 4, 2020 HELD REMOTELY Planning Commission Members Present: Jesse Fox, Joe Mann, Charles Matthews, Jamie Baird Adjunct Member(s) Present: Kate Laven, Shelli Dickinson Absent: Richard Siler, Paul Brown Staff Present: Lisa Key, Megan Abhold, Kelsey Wright Call to Order: Meeting was called to order at 4:03 p.m. Roll Call: A quorum of members was present. Review of Agenda & Approval of Minutes: Commissioner Fox moved that the October 14th minutes be approved, seconded by Commissioner Mann. The motion carried unanimously. Ratification of Findings, Conclusions & Recommendations for CPA2020-001 through CPA2020-007: Commissioner Mann moved to approve the ratification of findings, conclusions, and recommendations, seconded by Commissioner Fox. The motion carried unanimously. Workshop: Liberty Lake 2021 – 2026 Draft Capital Facilities Plan: Lisa Key presented the City’s planned capital investments over the next 6 years. Lisa also informed the Commission which projects had grant funding and which projects were managed “by others”; meaning projects that were developer driven projects that were eligible for TIF and LIFT funding. Questions were asked and answered. Secretary’s Report: Lisa Key reported on the below listed items: o Banner year for building in the City. Already exceeded the number of Certificate of Occupancies issued in the first 10 months of 2020, as compared to the last two full years. o 3 Commission seats are going to expire in December, with only 2 members reapplying. The Mayor will also be filling two vacancies on the Commission. o Western States CAT Update: o Proposed settlement with Spokane Valley and WSE. o Landscape Code will be discussed at December 9th meeting. o Sign Code will be reviewed next year. Mayor has accepted her resignation. Citizens Comments: No comments at this time. Adjournment: Commissioner Fox moved to adjourn the meeting, seconded by Commissioner Mann which carried unanimously.
