PLANNING COMMISSION MEETING MINUTES WEDNESDAY, DECEMBER 9TH, 2020 HELD REMOTELY Planning Commission Members Present: Jesse Fox, Joe Mann, Charles Matthews, Jamie Baird, Richard Siler & Paul Brown Adjunct Member(s) Present: Shelli Dickinson Absent: N/A Staff Present: Lisa Key & Megan Abhold Call to Order: Meeting was called to order at 4:11 p.m. Roll Call: A quorum of members was present. Review of Agenda & Approval of Minutes: Commissioner Brown moved that the November 4th minutes be approved, seconded by Commissioner Mann. The motion carried unanimously. Workshop: Proposed Blade, Awning, Canopy & Marquee Sign Amendments: Lisa Key presented on the proposed amendments allowing for blade, awning, canopy, and marquee signs in various zones across the City. Kevin Schneidmiller & Michael Terrell from Greenstone presented their ideas on the proposed amendments. Additional revisions are to be made regarding potential lighting and will be presented at next Planning Commission Meeting. Questions were asked and answered. Proposed Landscape Ordinance Amendments: Lisa Key presented on the proposed amendments to alter the landscape ordinance. Commissioners were refamiliarized on the proposed amendments. Lisa noted that the proposed amendments were moving towards performance standards rather than prescriptive. Questions were asked and answered. Secretary’s Report: Lisa Key reported on the below listed items: • Next Meeting January 13th, 2021 – virtual due to extension of Governor’s Mandate • Mayor will be recommending appointments at the December 15th meeting. • Last official Planning Commission Meeting for Charles Matthews • New planning commissioners will be on board starting the next January meeting. • Development Proposals o “The Point” – NW corner of Broadway and Appleway – 8 commercial lots o 18th Amendment to BSP 50-96 o River Crossing 2020 – Hearing on January 27th, 2021 Planning Commission Meeting Minutes Page 1|2 December 9th, 2020  270 residential lots (53.39 acres) o Western States CAT – resolved SEPA appeal o Winery / Brewery & Welcome Center in River District Town Center Planning Commissioner Reports: • Jesse Fox stated his appreciation to Charles Matthews and his service in the Planning Commission. • New chair for next year to be chosen at next meeting since Richard Siler’s term is up at the end of the year. City Council Reporter of the Month: Commissioner Richard Siler volunteered to report at the next City Council meeting. Citizens Comments: • Richard Shutts – very educational to listen to everyone during this meeting. Has been living in the City for 15 years. Wondered if members got together during the month to discuss and brainstorm prior to the meeting. o Response: Not legal for a quorum to meet outside of a public meeting. Adjournment: Commissioner Mann moved to adjourn the meeting, seconded by Commissioner Baird which carried unanimously.
