PLANNING COMMISSION MEETING MINUTES WEDNESDAY, SEPTEMBER 8TH, 2021 HELD REMOTELY Planning Commission Members Present: Tim Olsen, Jamie Baird, Chris Cargill, Joe Mann, & Stephen Ramirez Adjunct Member(s) Present: Marilyn Van DeGrift, Conrad Band Absent: Richard Siler Staff Present: Lisa Key & Megan Abhold Call to Order: Meeting was called to order at 4:00 p.m. Roll Call: A quorum of members was present. Review of Agenda & Approval of Minutes: Commissioner Baird moved that the September 8th agenda be approved, seconded by Commissioner Olsen. The motion carried unanimously. Commissioner Ramirez moved that the August 11th minutes be approved, seconded by Commissioner Baird. The motion carried unanimously. Ratifications of Findings, Conclusions & Recommendations in the Matter of Amendments to Development Regulations regarding Emergency Shelters, Transitional & Supportive Housing: Prior to ratification, discussion was had regarding the difference between beds, vs. units, the use of the term “voluntary”, and clarification of distance requirements. Commissioner Cargill noted his disagreement for the amendments and noted that his approval vote is due to the requirement from the State to provide the amendments. A roll call vote followed, which concluded to approve the Findings, Conclusions & Recommendations with a final tally of 5-2. Commissioners Mann and Van DeGrift voted nay. Workshop: Meadowwood Technology Campus Comprehensive Plan Amendment & Zone Change: Director Lisa Key presented on Greenstone’s proposal to amend the Comprehensive Plan and apply for a Zone Change for the Meadowwood Technology Campus. Director Key also discussed the Trip Generation and Distribution Letter that was provided as well as the timeline for approval for the MTC Comprehensive Plan Amendment & Zone Change. Kevin Schneidmiller and Michael Terrell detailed the goal of the Comprehensive Plan Amendment & Zone Change and provided reasoning behind the requests from employers to see amenities, retail opportunities and residential buildings nearby. Questions were asked and answered. Planning Commission Meeting Minutes Page 1|2 September 8, 2021 Secretary’s Report: Lisa Key reported on the below listed items: • Open City Engineer position • Zoning & Housing Amendments • Planning Commission Workshop in November on Code Amendment to allow mini storage or RV use. • Public Hearing at the October 13th Planning Commission Meeting Planning Commissioner Reports: No Planning Commission reports were made at this time. Citizens Comments: No citizens comments were made at this time. Adjournment: Commissioner Baird moved to adjourn the meeting, seconded by Commissioner Cargill which carried unanimously.
