PLANNING COMMISSION MEETING
& PUBLIC HEARING MINUTES
WEDNESDAY, MAY 11TH, 2022
HELD REMOTELY
Planning Commission Members Present: Richard Siler, Joe Mann, Dale Robbins, Dg Garcia,
Tim Olsen & Conrad Band
Adjunct Member(s) Present: Jim Baumker
Absent: Stephen Ramirez
Staff Present: Lisa Key, Amy Mullerleile, Megan Abhold, Michelle Binion, & David Goehner
Call to Order: Meeting was called to order at 4:02 p.m.
Roll Call: A quorum of members was present.
Review of Agenda & Approval of Minutes:
Commissioner Olsen moved that the April 13th, 2022, minutes be approved, seconded by
Commissioner Garcia. The motion carried unanimously.
Public Hearing:
Personal Services as a Limited Use in “I” Zone:
Senior Planner Amy Mullerleile presented on the allowance of Personal Services as a Limited
Use in the Industrial Zone.
Dale Robbins arrived at 4:11pm
Citizen Chris Andreasen discussed the reasoning behind why they are proposing to add
Personal Services as a Limited Use in the Industrial Zone.
No other public comments or questions were asked. Commissioner Siler closed the formal
hearing and proceeded into deliberations reviewing the Criteria for Approval.
Criteria for Approval:
• The proposed amendment is consistent with the Comprehensive Plan and is not
detrimental to the public welfare.
• The proposed amendment is warranted by a change in economic, technological and land
use conditions.
• The proposed amendment is not necessary to correct an error.

• The proposed amendment is not necessary to clarify meaning or intent.
• The proposed amendment is necessary to provide for a proposed use that was not
previously addressed.
• The proposed amendment is deemed necessary as being in the public interest.
Planning Commission recommends the amendment to be approved. Commissioner Mann
moved to approve. Commissioner Olsen seconded the motion. A roll call vote was taken. The
motion passed unanimously with seven Commissioners in favor.
Workshops:
Limited Use Standards for Manufactured Homes:
Senior Planner Amy Mullerleile discussed the history behind why the proposed amendment was
being included in the 2022 Comprehensive Plan Amendment. Amy discussed the areas in the
City where this amendment would take effect.
Questions asked and answered.
RV & Ministorage as Limited Use in C-1, C-2, I & RD-C Zones:
Director Lisa Key discussed the history of Outdoor Vehicle Storage / RV Parks and Mini Storage
as well as similar uses that are permitted or of limited use in the City.
Questions were asked and answered.
Secretary’s Report:
Director Key discussed the Trailhead Open House to be held on Wednesday May 25th from 6pm
to 8pm.
Governor Inslee has rescinded the order for in person meetings. June’s Planning Commission
will be held in the City Hall Council Chambers with Zoom being an available option for those
who do not wish to attend in person.
Planning Commissioner Reports:
Commissioner Siler volunteered to present at the next City Council meeting on May 17th, 2022.
Citizens Comments:
No citizen comments were made at this time.
Adjournment:
Commissioner Siler moved to adjourn the meeting, seconded by Commissioner Mann which
carried unanimously. The meeting adjourned at 6:02 p.m.
