PLANNING COMMISSION MEETING MINUTES WEDNESDAY, JUNE 8TH, 2022 Planning Commission Members Present: Richard Siler, Tim Olsen, Joe Mann & Dale Robbins Adjunct Member(s) Present: Jim Baumker Absent: Stephen Ramirez, DG Garcia, Conrad Band Staff Present: Lisa Key, Amy Mullerleile, Megan Abhold, Michelle Binion Call to Order: Meeting was called to order at 4:01p.m. Roll Call: A quorum of members was present. Absences: Commissioner Siler moved to excuse absences, seconded by Commissioner Baumker. This motion carried unanimously. Review of Agenda & Approval of Minutes: Commissioner Baumker moved that the May 11th, 2022, minutes be approved, seconded by Commissioner Mann. The motion carried unanimously. Ratifications of Findings, Conclusions & Recommendations in the Matter of Amendments to Personal Services as a Limited Use in “I” Zone: Prior to ratification there was discussion regarding the personal service uses in the “I” zone. There were no concerns during this meeting. In past meetings there was discussion regarding the types of services that would be offered. Commissioner Olsen moved to approve ratification. Seconded by Commissioner Mann. The motion carried unanimously. Workshops: RV & Ministorage as a Limited Use in C-1, C-2, I & RD-C Zones: Director Lisa Key presented, discussed the similar uses that are allowed currently. Dale Robbins Arrived at 4:17pm Questions asked and answered. Commissioners indicated their concerns regarding environmental impacts associated with leaking oil, septic and batteries, also the attraction of vermin, as well as concerns about appearance, code enforcement, public safety, etc. Director Key noted that she will recommend some standards to address these concerns and will bring this back for another workshop. Planning Commission Meeting Minutes Page 1|3 June 8th, 2022 Amendments to the Zoning Map: Senior Planner Amy Mullerleile presented on updates to the City’s zoning map. She presented the current map, the proposed map and discussed the differences between the two. She also provided a brief history of the developments that necessitated the changes. Questions were asked and answered. Amendments to the Comprehensive Plan Maps: Senior Planner Amy Mullerleile presented on proposed amendments to the Comprehensive Plan maps. She presented the current maps, the proposed maps, and discussed the differences between them. She also provided a brief history of the developments that necessitated the changes. Questions were asked and answered. Amendments to Parking Standards: Director Lisa Key presented on the current parking standards and reviewed proposed changes to City Development Code for Commission consideration. Questions were asked and answered. There was a discussion about new electric vehicle infrastructure requirements and how that will look now and in the future. Director Key referenced the language in WAC 51-50-0429. She indicated that she would bring back the parking regulations with proposed revisions to the River District standards, for workshop at the next planning Commission meeting. Secretary’s Report: Director Key presented her Director’s Interpretation regarding the installation of banners on light poles throughout the City. Questions were asked and answered. There was discussion regarding the City’s role in approving designs for the banners. Planning Commissioner Reports: No commissioner reports. Citizens Comments: No citizen comments were made at this time.
