PLANNING COMMISSION MEETING MINUTES WEDNESDAY, JULY 12TH, 2023 HELD VIA ZOOM & IN PERSON AT CITY HALL Planning Commission Members Present: Richard Siler, Dale Robbins, DG Garcia, Jim Baumker, and Paul Brown Adjunct Member(s) Present: Charlie Jencks Staff Present: Lisa Key, Amy Mullerleile & Kathy Cummings Call to Order: Meeting was called to order at 4:01 p.m. Roll Call: A quorum of members was present. Absences: Vice-Chair Mann and Commissioner Bighorse Review of Agenda & Approval of Minutes: Commissioner Brown motioned to approve the June14th, 2023, Planning Commission meeting minutes, seconded by Commissioner Baumker. The motion carried unanimously. Workshops: River District Open Space Zone – Comp Plan & Zone Change Application: Jim Frank, representing Greenstone, gave background information and reasons why the zone change to Open Space is being requested within the River District. There was active discussion and questions between the Planning Commissioners and Jim Frank. There were current residents from the River District in attendance of the meeting. Six of the residents gave public testimony. One of the six, Katie Ferris, was in favor of the zone change while the other five, Renee DiFronzo, Bette Zerba, Kim Schmidt, Dennis Sheehan and Bonnie Burns were opposed to the zone change. Each gave explanation for their positions. River District Landscaping & Sign Code Amendments: Mike Terrell, landscape architect for Greenstone, presented the proposed changes that Greenstone would like to the landscape requirements for new development within the River District. Commissioner Jencks requested that illustrated examples be prepared that show both the proposed changes versus what the current code allows to help the Commission assess the nature of the proposed changes. Mike Terrell also presented the proposed changes to the current sign code. Director Key discussed the significance of establishing a uniform sign code for the entire city. The sign code is anticipated to be revised in 2024. Planning Commission Meeting Minutes Page 1|2 July 12th, 2023 Secretary’s Report: Director Key presented the city’s 2023 Tentative Review Timelines and Proposed Schedule for Comprehensive Plan Amendments. It is a very tight schedule. Commissioner Olsen has resigned due to other obligations. This position is currently being advertised. Planning Commissioner Reports: No reports at this time. Citizens Comments: None Adjournment: Commissioner Brown motioned to adjourn the meeting, seconded by Commissioner Robbins at 6:05 p.m. The motion carried unanimously.
