PLANNING COMMISSION MEETING MINUTES WEDNESDAY, AUGUST 9TH, 2023 HELD VIA ZOOM & IN PERSON AT CITY HALL Planning Commission Members Present: Richard Siler, Joe Mann, DG Garcia, and Jim Baumker Adjunct Member(s) Present: Charlie Jencks Staff Present: Lisa Key, Amy Mullerleile & Kathy Cummings Call to Order: Meeting was called to order at 4:01 p.m. Roll Call: A quorum of members was present. Unexcused Absences: Commissioner Robbins and Commissioner Bighorse Commissioner Robbins joined via Zoom at 5:30 p.m. Review of Agenda & Approval of Minutes: Commissioner Baumker motioned to approve the July 12th, 2023, Planning Commission meeting minutes, seconded by Commissioner Jencks. The motion carried unanimously. Prior to beginning the workshops, Commissioner Baumker requested that Director Key explain for the public in attendance the rolls of the Planning Commission committee; the purpose of these workshops; and the roll of City staff. Director Key responded with the information. Workshops: River District Open Space Zone – Comp Plan & Zone Change Application: Jim Frank, representing Greenstone, gave background information and reasons for the zone change request. He pointed out minor changes Greenstone has made to the previously proposed new Open Space zone, specifically to Community Events and Temporary Structures, after discussions and recommendations with city staff and the Planning Commission. There was active discussion and questions between the Planning Commissioners and Jim Frank. Director Key reminded the Planning Commission that they will have opportunity for additional questions at deliberation. River District Landscaping & Sign Code Amendments: Mike Terrell, landscape architect representing Greenstone, presented the proposed amendments that Greenstone would like to make to landscape requirements for new development within the River District. Mike stated that they have been working with city staff to simplify what they are asking for and have incorporated language from the City’s landscape code into the proposed amended River District landscape code. Planning Commission Meeting Minutes Page 1|2 August 9th, 2023 Mike Terrell also presented minor amendments to the city’s current sign code and looks forward to working with the city on the anticipated revised sign code for the entire city in 2024. Questions and discussions were had between the Planning Commissioners and Mike Terrell. Community Events: Senior planner, Amy Mullerleile, presented an overview of the proposed changes to the development code to clarify and streamline the Community Event permitting process. Discussions and questions were had. Citizens Comments: Commissioner Siler opened the floor for public comment. Three current residents of the River District spoke of their positions on the proposed changes. Secretary’s Report: Director Key announced that mailings of the notices are being sent out for the code amendments proposed. Commissioner Brown has resigned as he no longer resides in the city. We currently have one applicant and need to coordinate an interview with the Mayor. Director Key reminded the Commission of the importance of attending the September meeting as it will be a public hearing. Planning Commissioner Reports: Commissioner Siler thanked the citizens for attending the meeting. Adjournment: Commissioner Mann motioned to adjourn the meeting, seconded by Commissioner Jencks at approximately 5:43 p.m. The motion carried unanimously.
