Community Engagement Commission Minutes
December 14th, 2022– 6:00 PM
CALL TO ORDER:
The meeting of the Community Engagement Commission was called to order on December 14, 2022, at 6 p.m.

APPROVALS:
Commissioner Bekkedahl motioned for Commissioners Saba and Darrow to be excused. The motion was
seconded by Commissioner Asmus and carried unanimously. Darrow was able to arrive later in the meeting.
Commissioner Norman moved for the Nov. 10 workshop minutes to be approved and Commissioner Kosaka
seconded the motion, which carried unanimously without discussion. Commissioner Norman also moved to accept
the Nov. 16 regular meeting minutes for approval. Commissioner Asmus seconded, and the motion carried
unanimously without discussion.
CITIZEN COMMENTS:
No comments were made at this meeting.
GENERAL BUSINESS:
Discussion & Recommendation on Public Engagement Resource Subscription
The commission discussed the merits of each software subscription, taking the time to detail personally observed
benefits and drawbacks. Mark McAvoy explained that staff intended to bring a platform recommendation to the
City Council at its Dec. 20 meeting, followed by a purchase authorization at the Council's Jan. 3 meeting. After
discussion took place, and a review of commissioners' previously supplied written comments, the commission
used a scoring system to determine which software subscription they felt would be best to recommend to Council.
Preference was narrowed down to two services: ZenCity and Polco. ZenCity was unanimously recommended by
the commission to go before the Council for possible approval, with the 4 commissioners present (Bekkedahl,
Norman, Kosaka, and Asmus) rating it an 8 on a 10-point scale. Polco was the second most popular service
among the present commissioners, receiving scores of 7.5, 7, 7, and 8.

A) City Podcast
The commission agreed to continue brainstorming ideas and topics for the podcast to provide as requested.
Commissioner Asmus suggested some involvement on this project with area school students.

This topic involved no detailed discussion of immediate relevance, nor did it involve a vote of any kind.

D) Upcoming Opportunities
David Goehner announced that Commissioner Peters intends to withdraw from her position at the end of
December. There is an application from a previous submission available, and that person will be contacted to be
a potential replacement
NEXT UPCOMING MEETING:
The next meeting of the Community Engagement Commission will be January 18, 2023, at 6:00 p.m.
ADJOURNMENT:
There being no further business, and with unanimous approval, the meeting adjourned at approximately 7:20 p.m.
