CITY OF LIBERTY LAKE Community Engagement Commission Minutes August 16, 2023 – 6:00 PM CALL TO ORDER: The meeting of the Community Engagement Commission was called to order on August 16, 2023, at 6:00 PM. ROLL CALL: Position 1: Robin Bekkedahl Present Position 7: Vacant Position 2: Bill Norman Present Position 8: Vacant Position 3: Jennifer Kosaka Excused Position 9: Mark Saba Present Position 4: Summer Darrow Present Communications Specialist David Goehner Position 5: Cynthia Godinez Present Administrative Assistant Tait Hunter Position 6: Aaron Asmus Present APPROVALS: Commissioner Saba motioned to excuse Commissioners Kosaka from this meeting. The motion was seconded by Commissioner Darrow, which carried unanimously. Commissioners motioned for and approved amendments to the agenda. Commissioner Saba motioned for approval of the July meeting minutes. Commissioner Godinez seconded the motion, which then carried unanimously. CITIZEN COMMENTS: No citizen comments were made at this meeting. CITY HALL UPDATES: There was no discussion regarding the City Hall updates. DISCUSSIONS Budget Ideas Commissioner Godinez went over a list of project ideas, events and possible options for the budget and the new year. The commissioners discussed and continued brainstorming ideas. 2024 Budget Requests The commissioners discussed requests and hopes for the 2024 budget. Commissioner Saba motioned to request for the budget $20,000 for 5,000 mailers per quarter. Commissioner Norman seconded the motion. After discussion, the motion was updated to 4 mailers per year. The motion was again updated after further discussion—targeting 5,000 households to be reached for each mailing for $20,000 total (motioned by Commissioner Saba, seconded by Commissioner Asmus). The motion carried unanimously. A new request was made for $6,000 to go towards Splash advertisements. Commissioner Saba motioned for approval, which was seconded by Commissioner Darrow. The motion carried unanimously. Commissioner Bekkedahl requested for $6,000 to go towards a Liberty Lake video history project. The request was updated as Commissioner Saba motioned for $5,000 to go towards multimedia production engagement. Commissioner Godinez seconded the motion, which carried unanimously. An additional request was made for $5,000 for miscellaneous event and office supplies. Commissioner Saba motioned for approval, which was seconded by Commissioner Asmus, and then carried unanimously. 2023 Annual Report Commissioner Asmus motioned for Commissioner Bekkedahl to draft a written version of the report, including all additions from the budget proposals. Commissioner Saba seconded, and the motion carried unanimously. CEC Process Discussion Commissioner Asmus opened discussion regarding suggestions made via the City Council. These include developing standard operating procedures in relation to surveys, how the commission integrates with Council, and fine tuning the process for ideas becoming survey topics. Discussion will continue at the next meeting. Upcoming Opportunities The commission briefly discussed upcoming opportunities for engagement, such as the Trailhead ribbon cutting and the Kramer Overpass ribbon cutting. UPCOMING MEETING: The next meeting of the Community Engagement Commission will take place on September 19, 2023, at 6:00 PM. ADJOURNMENT: There being no further business, and with unanimous approval, the meeting adjourned at approximately 7:30 PM.
