The Commission’s role is to gather ideas, input, and feedback from community members, and to advise and guide city leadership. Under Governor Inslee’s “Washington Ready” plan, members of the public may attend meetings in person at City Hall at the address provided above, or via Zoom at the link below. All written comments received by 4:00 p.m. will be provided to commission members in advance of the meeting.  City Hall Updates for Community Engagement Commission 10-16-2023 1. Community Engagement Commission terms: • In Ordinance 277, Sec�on 2C says: “The terms for the ini�al members in odd numbered posi�ons shall be 2-year terms and terms for the ini�al members in even numbered posi�ons shall be 3-year terms; provided that an ini�al member’s term may be less than 2 or 3 years depending on appointment to allow for expiring terms at the end of a calendar year. … All subsequent terms shall be for a 3-year period with terms expiring on December 31. No member of the Community Engagement Commission shall be appointed to more than two terms.” (The intended defini�on of “ini�al members” seems to “ini�al terms from the founding of the commission,” due to the references to “less than 2 or 3 years” combined with the procedure for staggering the start of the members’ second terms.) • Odd-numbered terms that expire at the end of this December are posi�ons 1 (Robin), 3 (Jennifer), 5 (Cynthia) and 9 (Mark). • To reapply, simply fill out the same City Advisory Board & Commission Applica�on form as before, which is linked near the top of the CEC’s webpage (www.libertylakewa.gov/DocumentCenter/View/1457/City-Advisory-Boards-Applica�on- 2023). Reappointments would involve mayor and then City Council approvals. (There may or may not be an interview involved again for reappointments.) For all city commissions, open public no�ce is given that applica�ons are being accepted for any posi�on in which a term is ending. • The CEC may at some point want to consider proposing language to revise the last sentence of Sec�on 2C to allow for appointments of interested members beyond just 2 terms, par�cularly in cases where a posi�on may have no new applicant to follow in that seat. 2. Community Engagement Commission chair and vice chair posi�ons: • At the CEC mee�ng of June 15, 2022, the CEC voted to have the terms of the CEC’s ini�al chair and vice chair run through December 2023. No ac�on was ever taken on what the length of the chair and vice chair terms should be subsequent to December of 2023. Before the end of 2023, the CEC needs to vote on the length of the terms for those two posi�ons. Op�ons could include having commissioners serve in these roles on a one-year basis, on a two-year basis, or for the length of the commissioner’s CEC term. It would make sense to define these lengths and to have chair and vice chair elec�ons occur during the October or November mee�ng, in case a December mee�ng does not occur due to weather or lack of a quorum. 3. City Council Highlights: • At the Oct. 3 City Council mee�ng, council member Chris Cargill expressed his feeling that there is not enough explana�on in online materials as to what some of the agenda items are for mee�ngs of city groups, and suggested adop�ng a “more formalized transparency policy” that would require including more informa�on about the items being considered in an agenda rather than just a list of the things on the agenda. The city atorney and city administrator said they will look into this, and will include city staff in their discussions. • At the Sept. 19 mee�ng, a master plan design for a community pool was unanimously moved to the city’s Capital Facili�es Plan, with 2027 currently proposed as the year to atach it to a Capital Facili�es Plan. • City Council will adopt the city’s 2024-28 strategic plan during October/November, with implementa�on to start in January 2024. 4. City Academy – 2nd offering: • There will be a 2nd offering of last spring’s City Academy series for 8 installments during Oct. 19-Dec. 14, mee�ng Thursday nights from 6 to 7:30 p.m. Sessions will be at the Trailhead Golf Course clubhouse Rotary Room. S�ll �me for CEC members and any others to sign up via the registra�on at the top of the city’s website! 5. Zencity Engagements: • 2024 Budget: The message board-styled engagement ended on Oct. 16. Final number of comments was 26, with only a handful of new comments since the start of September. Comments will be summarized for City Council. • Cops, Cars & Cruisers post-event sa�sfac�on survey during the last part of September generated comments from 78 people, 47 of whom completed the en�re survey. 31 of the respondents were par�cipants in the car show or another ac�vity. Survey results are available upon request. • Survey to rank the 13 items on the “unfunded proposed projects” list has generated 337 completed online responses since star�ng Sept. 22. (Filters available from Zencity reduce that to 311 by discoun�ng duplicate computer IP addresses, and down further to 253 through its “digital fingerprin�ng” filter.) Through CEC assistance, about 30 addi�onal paper responses have been obtained. Survey will be open through Oct. 31. 6. City Podcast: • Upcoming episodes planned: Overview on the Liberty Lake Sewer & Water District’s annual leaf and beach drop-off (posted likely next week), recording of the mayor’s 2024 budget report (hopefully posted this week), overview of Winter Glow (with Mark Saba, for November), and top checkouts among adult novels at the library (likely posted on Nov. 8). --David Goehner  CITY OF LIBERTY LAKE Community Engagement Commission Meeting Minutes September 20th, 2023– 6:00 PM CALL TO ORDER: The meeting of the Community Engagement Commission was called to order on September 20th, 2023 at 6:00 PM. The motion carried unanimously. August 16th Meeting Minutes: Commissioner Saba motioned for approval of the August minutes. Commissioner Darrow seconded, and the mo- tion carried unanimously. CITIZEN COMMENTS: No citizen comments were made at this meeting. CITY HALL UPDATES: David Goehner provided a brief rundown of City Hall updates for the commission. DISCUSSIONS Commissioner Saba motioned to move CEC Projects Support Discussion (Agenda Item 6B) to the October 18th meeting. Commissioner Godinez seconded, and the motion carried unanimously. 8/15/23 Council Workshop Discussion The commissioners briefly discussed the main takeaways from the August 15th Council Workshop meeting. Com- missioners discussed the possibility of hosting a workshop to better connect with Council and to better convey ideas. Mark McAvoy clarified that any requests suggested by the commission would have indeed been entered into the requests for the proposed budget. He further clarified the process that Council goes through for review and approval of the proposed budget during that meeting. Fall Engagement on Unfunded Items David Goehner, with input from Mark McAvoy, went over plans for a survey on the unfunded items list with the commission. The commissioners discussed ways of creating a survey for these items and putting it out to the community for input. Commissioner Saba suggested issuing physical copies of the survey to groups such as Kiwanis for further outreach and in-put. Farmers Market Final Month The Farmers Market ends in October, and the commissioners discussed attendance and goals for the last few event days. Geographic Areas of CEC Positions The commissioners discussed the location specifics of the CEC positions, and further discussed the position for each current member. Further discussion will take place at the October meeting. Upcoming Opportunities The commission did not discuss upcoming opportunities at this meeting.
