Community Engagement Commission Minutes
March 20, 2024 – 6:00 p.m.
CALL TO ORDER:
The meeting of the Community Engagement Commission was called to order on March 20, 2024, at 6
p.m.

APPROVALS:
Commissioner Norman moved to excuse Commissioner Gamboni, which was seconded by
Commissioner Darrow. The motion carried unanimously.
Commissioner Norman moved to place item 4 on the agenda (Public Comments) to immediately
precede item 8 on the agenda (Next Meeting), which was seconded by Commissioner Darrow, and
carried unanimously.
Commissioner Norman moved to accept the minutes from the meeting of Feb. 21, 2024, which was
seconded by Commissioner Darrow. The motion carried unanimously.
PRESENTATIONS:
Planning, Building & Engineering director Lisa Key gave an introductory presentation about the city’s
upcoming Comprehensive Plan work, which will be adopted in June 2026, and the community
engagement component that would be involved. Discussion occurred about the commission possibly
scheduling a brainstorming workshop during May that would be focused on public engagement for the
Comprehensive Plan.
Mark McAvoy introduced a proposal from the City Council to have the commission assist on ideas for a
potential public town hall event that would be designed to gain public input about the council’s
transparency guidelines that are being developed. McAvoy said council members had suggested a
June 1 target date to receive recommendations back on this from the commission. Commission
members suggested possibly including a “meet the commission members” event as part of this.
Commissioners Norman and Darrow were appointed to be the subcommittee to research ideas for the
town hall event and to meet with city staff prior to the next CEC meeting.
McAvoy introduced another request from City Council members about obtaining CEC
recommendations for community conversation events between city residents and members of the City
Council. McAvoy said the Council was hoping to have recommendations prior to May 1 on what this
concept could look like. Comments from Commission members included compiling a list of groups and
clubs that the CEC could engage with on this, and establishing guidelines to prevent Council members
from using the gatherings as political campaign opportunities.
McAvoy also provided updates on the city’s 2024 Community Satisfaction Survey, and solicited
comments from the commissioners regarding the survey’s next steps. He reported that the survey’s
current expenditures have been $3,926, with a response rate of about 25% from the combined first and
second rounds of outreach from those in the survey pool. It was the recommendation of the
commissioners to not go through the expense of a further round out outreach for the 2024 survey.
CITY HALL UPDATES:
There were no comments made on the handout providing this month’s City Hall updates.
DISCUSSIONS & BUSINESS:
A – Geographic membership of commissioner positions: Commission Saba moved and Commissioner
Norman seconded to endorse to the City Council the previously discussed revisions to the
commission’s geographic-based membership requirements as outlined in Section 2.B.3. of Ordinance
No. 277. The motion passed 5-0.
B – Farmers Market display board discussion: Commissioner Bekkedahl tabled this until the April 17
meeting.
C – 2024 work plan: Commissioner Bekkedahl tabled this until the April 17 meeting.
D – Takeaways from the March 5 City Council workshop: Commissioner Bekkedahl tabled this until the
April 17 meeting.
E – Upcoming City Council workshop: No new items were brought up.

City Hall Updates for Community Engagement Commission

1. July Ac�vi�es:
• Next mee�ng will be held on April 10 by the organizers of the July 3 Boat Parade, the July 3 kickoff
of Summer Movies In The Parks, the July 4 Liberty Lake Community Parade, the July 4 Pavillion
Park concert, the city’s 4th of July fireworks, and the lake 4th of July fireworks. Organizers are
seeking sugges�ons for an umbrella name to promote all of these separate events in adver�sing.
• Names suggested directly to me so far: Liberty Lake Heritage Fes�val, Liberty Lake Summer
Fes�val, Celebrate Liberty Lake, Liberty Lake Days, Liberty Lake Life, Liberty Lake Splash, Liberty
Fest, Independence Days Extravaganza.
2. 2024 Capital Projects Map:
• Megan Edwards has produced a new map of the 2024 Capital Projects. It’s currently viewable at
2024-Capital-Facili�y-Plan (2550×1650) (civicplus.com). Project descrip�ons should be available
in plenty of �me for the first Farmers Market two months from now.
3. Spring Events Poster:
• Prin�ng and distribu�on began late last week on poster covering mid-March through mid-May
events. Also available on city’s website, city’s Facebook site, and other local Facebook sites.
4. City Academy:
• Third session begins April 18, mee�ng Thursday nights at 6 p.m. for 8 weeks. This year’s
programming will largely include site visits to the services being presented. Registra�on for up to
12 atendees will begin this week on EventBrite, and promoted on the city’s website, Facebook,
events poster, and April “Splash.”
5. Visit Spokane Ad:
• Half-page ad promo�ng Trailhead Golf course will be appearing in Visit Spokane’s annual guide
publica�on later this spring.
6. City Council:
• Approved the purchase of 28 golf carts for Trailhead for some�me later this year.
7. Commission Openings:
• We currently have vacancies on the Community Engagement Commission for Posi�on 3 (south of
I-90, east of Liberty Lake Road and North of Mission) and Posi�on 7 (south of I-9- and west of
Liberty Lake Road).
8. City Podcast:
• Late February installment was on Officer of the Year Jordan Tutle, and has moved into the top
50% of most listened-to installments of the podcast.
• To be released in the next few days is “The Cat Who Came To The City Council Mee�ng.” End of
March will be an overview of items that were surveyed late last year in the “Unfunded Projects”
list.
• Interview with council member Dan Dunne is being scheduled for early April.
