Board of Trustees Meeting Minutes
April 19, 2018
l. Call to Order:
The meeting was called to order by acting President, Lu Embrey at 10:05 AM. Those in
attendance included: Pamela Mogen, Carol Johns, Mike Kennedy, Tom Sahlberg, Tricia Morgan,
and Katy Allen
2. Approval of Minutes for March 2018:
The Minutes were approved as circulated
3. Comments:
City Council member Mike Kennedy reported that he had attended a conference, “Transforming
Local Government” in Tacoma recently. He spoke with a vendor, Library System Services, and found the
discussion most helpful. They will be sending information to him later this week which he will share
with Pamela. It was the consensus of those at the conference that this conference should draw a
greater number of elected officials to benefit local governments.
4. Reports:
A. City Administrator – Katy Allen
The upcoming schedule for City council meetings was reviewed. The next
meeting will be May 1st at 5:30 and May 15th at 5:30
The city is currently working on a strategic Plan revolving around the four Pillars
of the Community. These have been identified as (1) a vibrant economy with
successful businesses, (2.) a safe, active and engaged community, (3.)
sustainable finances, and (4.) quality facilities, infrastructure and community
services. Content is currently being placed on the four pillars and will eventually
evolve into a Strategic initiative.
B. Library Director – Pamela Mogen
The March Monthly Report was reviewed. Programs continue to attract a broad
range of age groups and generate much enthusiasm.
A meeting was held with Laura Frank of the Friends of Pavilion Park to
determine ways to coordinate the Summer Reading Program with the summer
Movie/Music Programs. Discussions will be ongoing.
The idea of a “Story Walk” is under consideration. The best location and way to
finance this project is being reviewed. All in attendance felt this would be a
positive way to encourage reading as a family activity in Liberty Lake.
The Tech Specialist has resigned and the job will be posted
The concept of initiating volunteer work for fine resolution for children was
presented and discussed.
C. FOLLML – Mindy Howe (forwarded a written report for review)
The mail campaign has generated $924 as of March 28th
$1184 was contributed to children’s programming in the month of March
Radical Ric was a big hit
Joanne’s baby shower was held on April 14th
Cupcake wars will be held of April 26th
The new Friends Brochure has been printed and is available at the library and
other community venues
A new member packet has been updated and will be distributed to the 5 new
members
Georgette is looking for an experienced chess player to help with a new Chess
Club
A future tea was discussed-ideas were presented and it was the consensus to
keep the scope manageable
All were requested to designate LLML as recipient for Fred Meyers donations
and Amazon Smile
D. Foundation
Pamela reported that a $100 donation was recently received and it was deposited into
The Foundation Account. There is currently $8000+ in that account. At present there is
No one designated as the signature authority for withdrawal of funds.
E. City Council – Carol Johns
At the last city council meeting the Initial funding for Orchard Park was approved and
Work will begin on the park this spring.
5. Ongoing Business
A. Recruitment/Hiring of Library Director
Katy and Tom presented the brochure that has been developed for the position of
Liberty Lake Municipal Library Director. The group review the brochure and made
Recommendations for changes. See below for the revisions that were agreed upon and

Act as the primary champion for the library.
Plan and develop short and long range library objectives and programs; meet with the library board to discuss library
operations and programs and to report on status of information as appropriate; function as a member of City’s management
team to ensure consistent service delivery city-wide; make presentations to community groups.
Establish program objectives to implement goals; plan, organize, evaluate and modify the work of
library staff to achieve program objectives; seek input from staff to improve operations.
Direct the activities of library staff; reassign staff to positions on a rotating or other basis; establish
and change priorities to meet needs of library operations; seek and provide educational opportunities
for library staff, trustees, volunteers and the general public.
Work with the Finance Director in preparing the annual library budget including capital improvement
projects; monitor and administer the library budget; prepare and administer grants to raise funds for
new or improved library programs, operations or collections; report on library operations, plans, goals
and budget to city administration and the City Council.
Interact with the general public and with community and professional groups to promote and discuss
library services and to gain input for improvements in library programs and services.
Review recommendations from library staff and select or approve new library resources; approve department purchases.
Perform reference and other librarian duties to maintain contact with the public in order to identify needs and develop or
modify programs.
Interact in a professional and respectful manner with city staff and the public.
Pg 4 – The Ideal Candidate
The successful candidate for the position of Library Director will demonstrate the ability to provide departmental and
organizational leadership consistent with the mission and vision of Liberty Lake. Other characteristics of the ideal candidate
include:
A vision for the potential impact the library has in the community, with the use of technology, staff and innovative ideas.
A thorough understanding of modern library systems, including library operations and management; collection development;
generalized and specialized reference materials; and automated library information systems.
Experience in developing and implementing strategic plans for library operations; and utilizing existing tools and best practices
to ensure effective library operations.
Experience working collaboratively with appointed advisory boards, volunteers and the Friends of the Library.
An ability to establish mutual trust and open communications with the Mayor, City Council and City Administrator to ensure
that problems and challenges are recognized and addressed promptly.
Experience developing budgets and financial plans, monitoring financial performance and presenting complex financial
documents to community groups, advisory boards and policy makers.
Excellent time and project management skills in order to balance day-to-day workload while managing and supervising multiple
priorities.
A keen desire to stay abreast of new trends, issues and innovations in the field of library science as well as political and
economic issues that may affect library services and standard programming.
Strong interpersonal skills and the ability to work with other City departments.
Excellent listening skills.
Creative problem-solving.
Flexibility and adaptability.
Education and Experience
A combination of education and direct experience that provides the required knowledge and abilities may be qualifying. A
typical way to obtain these skills is as follows:
Graduation from an American Library Association accredited college or University with a Master’s degree in Library Sciences
(preferred).
5 or more years of increasingly responsible direct professional, managerial and supervisory library experience.

B. Recruitment Timeline and Steps
The brochure will be ready to present to City Council by May 1st
Applications should be received until June 15, 2018
By July 4th applications will be reviewed by the Trustees and the number
reduced to 10-15 applicants and 5 candidates will be interviewed by phone
Final interviews of with three interview teams will be completed in August.

The Next meeting will be at 10:00 AM on May 3rd
