THE CITY OF LIBERTY LAKE
PARKS & ARTS COMMISSION MEETING MINUTES
JANUARY 11TH, 2018 - 12:00 PM
CALL TO ORDER:
Jennifer Camp, Parks and Recreation Director for the
City of Liberty Lake, called the first meeting of the Parks
and Arts Commission to order at 12:00 PM on January
11th, 2018.

INTRODUCTION:
Jennifer Camp reviewed the responsibilities of the commissioners, including facility fees and recreation
policies. After stating responsibilities, Jennifer Camp opened discussion for future meeting times and dates.
After brief deliberation between the commissioners, a tentative date and time of Wednesdays at 4:00 PM was
set for future meetings. An agreed upon second January meeting will take place the 24th at 4:00 PM.
AGENDA REVIEW:
At 12:07 PM, Jennifer Camp began the Parks & Arts Commission agenda review. Jennifer Camp addressed
the commission binders and reviewed their contents briefly, noting to the commissioners that the BY LAWS
were not official and had yet to be reviewed by City attorney, Sean Boutz.
After the brief binder review, Commissioner Sahlberg suggested the necessity for a formal show -of-hands
present and future commission and council meeting attendances. The commission took a brief vote for who
would be in attendance for the January 16th City Council meeting. 4 commissioners stated by show -of-hand
that they would attend the 1/16/18 meeting, with Commissioner Himebaugh being excused from attendance.
ADDITIONAL ITEMS:
At 12:11 PM Jennifer Camp introduced meeting attendees Councilman Dan Dunne and Councilman Mike
Kennedy. Both Councilmen briefly spoke on their gratitude toward the new commissioners.
Jennifer Camp went on to address the structure of recreation programs run by the City at this time,
mentioned the contract between the City and Skyhawks as well as the contract between the City and British

Jennifer Camp addressed the potential for the elimination of local vendor fees for the annual Barefoot in the
Park event run by the City.
Commissioner Sahlberg posed questions regarding the Trailhead Banquet Room facility, and the pricing of
that facility versus the adjoining golf course rates. Jennifer Camp replied stating that the golf course fees are
handled by Golf Pro Chris Johnston.
Jennifer Camp addressed the statuses of the City garden plot locations, as well as the future of addition
garden plots at the soon-to-be Orchard Park.
Jennifer Camp addressed the City Council’s choice to create a separate and special fee system for
Non-Profits who choose to rent through the City. Tait Hunter explained the Non-Profit rental process and fee
system for the commissioners. Commissioner Sahlberg asked if the City had placed any formal signs at the
rentable facilities stating the City’s policy of first-come-first-serve vs. paid reservations. Jennifer Camp stated
the City has placed large signs at the covered shelters stating such policies.
FINAL STATEMENTS:
Jennifer Camp stated the need for art within the community, highlighting the City’s most attractive qualities
such as its Tree City status and the needed qualifications to maintain that status.
Commissioner Sahlberg addressed the vacant student commissioner position. Jennifer Camp and
Commissioner Nall mentioned the need for the representative to be a Central Valley High School student, as
well as the need to send out notifications to CVHS regarding the open position.
The commission agreed unanimously to hold voting for Vice Chair and Chair until the next meeting.
CITIZEN COMMENTS:
At 12:47 PM, Jennifer Camp opened the floor for Citizen Comments.
Councilman Dunne thanked the commission, and spoke to the need for art and the commissioners ability to
stand behind choices for the community.
Commissioner Schutz mentioned the lack of art programs within the local elementary schools, and the
district’s plan to have volunteers run art programs.
Commissioner Sahlberg encouraged members of the commission to attend as many Council meetings as
possible, and when not possible, to view meeting minutes on the City website or Liberty Lake Gazette (not
run by City staff).
MEETING ENDING:
At 12:55 PM, the first meeting of the Parks & Arts Commission came to and end.
