THE CITY OF LIBERTY LAKE
PARKS & ARTS COMMISSION MEETING MINUTES
JANUARY 24TH, 2018 - 4:00 PM
CALL TO ORDER:
Jennifer Camp, Parks and Recreation Director for the
City of Liberty Lake, called the meeting of the Parks and
Arts Commission to order at 4:01 PM on January 24th,
2018.

APPROVAL OF PREVIOUS MEETING MINUTES:
David Himebaugh moved to approve the minutes from the 1/11/18 Parks & Arts Commission meeting.
AGENDA REVIEW:
Jennifer Camp passed out the items for the meeting’s agenda. Commissioner’s received a copy of the
February events calendar and a copy of the mission statement.
FIRST CITIZEN COMMENTS:
Councilman Mike Kennedy was in attendance and chose to speak, relaying the idea to have live musical acts
play in the park(s) at no cost to the City. It was recommended to spread the potential performances to other
parks as well. Commissioner Sahlberg and Councilman Kennedy discussed briefly that the funds generated
from the performances would go directly to the performers as they would not be paying for usage of the park.
It was brought up by Commissioner Frank that a vetting process should take place to ensure the family
friendly nature of the park is upheld, which was unanimously agreed upon. No further decisions were made
on this subject.
ACTION ITEMS:
Jennifer Camp addressed the Commissioners regarding the potential to vote in a Chair and Vice Chair at this
meeting. Commissioner Himebaugh felt the commission was early in its development and would fare better
with a defined vision and mission statement, as well as a more acquainted committee before determining

leadership roles. It was agreed upon that members of the commission who had knowledge that could be
beneficial in decision making efforts should be leaned upon for now until leadership roles are established. It
was suggested to take the creation of the mission and vision statements to social media to get community
input before deciding on anything. It was determined that the members of the Commission would wait on
voting in a Chair and Vice Chair until the mission and vision statements were created.
Artwork for the City was mentioned, along with ideas such as including the schools and “street art” as
options.
The future Orchard Park comprehensive plan was brought up, and it was addressed that the park itself was
approved. It was suggested by Commissioner Sahlberg that the commission meet and discuss more in depth
about concerns for the new park and how to deal with them early on.
STUDENT COMMISSIONER POSITION UPDATE:
As of this meeting, the commission has received only one application for the Student Commissioner position.
BAREFOOT IN THE PARK UPDATE:
At 4:43 PM Jennifer Camp moved the discussion to the Barefoot in the Park event. She quickly addressed
what the event traditionally entailed and the hurdles, such as advertising, that could be expected. Jennifer
brought up that a member of Visit Spokane will be assisting the City with proper advertising for the event this
year. It was discussed to bring multiple performances to attract attendees all throughout the two day event.
Commissioner Sahlberg posed a question regarding where the funds generated from the event would go.
Jennifer Camp stated that the vendors would keep the funds they generated, and the funds generated from
the vendor applications typically went back into the City’s funds.
MUNICIPAL FLAG UPDATE:
It was agreed upon by the commission to have a City flag at all City owned parks, facilities and potentially
Trailhead Golf Course.
EVENTS CALENDAR UPDATE:
The monthly calendar was addressed, with Jennifer Camp stating to the commission that calendars would be
issued monthly with all meetings and city events listed.
ADDITIONAL ITEMS:
The commissioners determined the next meetings would be the 1st and 3rd Wednesdays of February, and
that the tentative schedule for all meetings would be the 1st and 3rd Wednesdays of each month. The time of
4:00 PM was also agreed upon for all future meetings.
FINAL CITIZEN COMMENTS:
City Administrator Katy Allen spoke on her gratitude to the members of the commission.
Councilman Kennedy suggested the commission start small with City artwork.
MEETING ENDING:
At 5:12 PM the meeting of the Parks & Arts Commission ended.
