THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES JULY 18th, 2018 - 4:00 PM CALL TO ORDER: Chairman Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on July 18th, 2018. NEW & UNFINISHED BUSINESS: Commissioner Sahlberg moved to have Karen Mobley present first prior to the funding presentation and citizen comments. The commission plans to create a plan for art integration that the Council can review to better justify funding. The commission made a motion to proceed with planning regarding art wraps in the City. Before the meeting’s end, Jennifer Camp discussed the identified funding source options with the commissioners. They discussed briefly the funding options going forward, and what to bring to the next Council meeting regarding funding. IDENTIFIED FUNDING SOURCE OPTIONS Admissions Tax Refund Dedicate Portion/ Percent of Public Works Projects Excess Sale from City Property Annual Event Funding in General Fund (annual funding already approved for barefoot, fireworks, etc.) Sponsorships, Donations & Fundraising ACTION ITEMS: Karen Mobley made a presentation to the commission on her ideas for programs, funding and funding structure ideas for art in the community. She noted there were less youth arts programs in the City than in others, and that amongst other differences, the City of Liberty Lake has fewer financial and appearance problems than other cities. She recommended organizations nearby that could partner with the commission to assist with bringing the arts to the area. She spoke briefly on ideas she had while performing a walk-through of the City. Mayor Steve Peterson expressed his appreciation towards the commission. He spoke briefly on, a proposal to “Provide funding for the City of Liberty Lake's Parks and Arts Commission to make recommendations to the City Council for use in supporting local arts and entertainment" (Proposed Ordinance 108a Amendment). This will require City Council consideration RJ Stevenson briefly spoke to the commission regarding additional funding to the parks and arts commission. He, along with Mayor Peterson and City Administrator Katy Allen answered questions the commission had regarding funding and obtaining future funding options, including solicitations of funds, fundraising and more. CITIZEN COMMENTS: No final citizen comments were made. MEETING ADJOURNMENT: The meeting concluded at 5:16 PM.
