THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES JUNE 20th, 2018 - 4:00 PM CALL TO ORDER: Filling in for Maintenance & Operations Director Jennifer Camp, Commissioner Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on June 20th, 2018. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Commissioner Tom Chamberlain Adjunct Anita Eylar Commissioner Tom Sahlberg Adjunct Bob Schneidmiller Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Excused Administrative Assistant Tait Hunter Student Commissioner Caleb Betts Student Commissioner Katelyn Hansen Excused Student Commissioner Natalia Alva APPROVALS: The minutes from the June 6th meeting were noted as inaccurate, and therefore must be edited and re-sent to commissioners before the possibility of approval. NEW & UNFINISHED BUSINESS: Commissioner Schutz provided a brief update on the possibility of the art wraps project. The commission is still obtaining quotes and other details. Commissioner Sahlberg briefly updated the commissioners regarding the future of Orchard Park. It was determined by council to wait until making further decisions until the first July Council Meeting. Commissioner Sahlberg let the commission know that on July 3rd, Karen Mobley would be back for a brief “walk-about” regarding art for the community. ACTION ITEMS: Commissioner Schutz began the discussion regarding the Five Year Municipal Plan. The commission briefly discussed creating an outline and moving forward from there regarding ideas for the plan. Commissioners Frank & Himebaugh gave an update on the FOPP presentation from the June 19th Council Meeting. The commission then briefly discussed the clarification that FOPP was not requesting money from the commission. The discussion also included the emphasis on fund raising limits within FOPP, and how that potentially limits the events the community can take part in. Commissioner Frank mentioned the influx of volunteers should hopefully expand ideas for the events, etc. Councilman Kennedy noted that the collaborative effort was key in the success in events, especially as the parks grow. CITIZEN COMMENTS: Councilman Kennedy noted that between the commission and FOPP, the collaborative success was great, however budget would come into play. He felt collaborative effort would keep both groups thriving. The commission briefly discussed budget hang-ups, and the need to clarify the actual budget the commission has for events, art, etc. The commission also briefly discussed the land near the new elementary school and how that could be beneficial to the community as rentable space.
